Summary
This position will be located in Facility Support Service, Maintenance & Operations section, of the VA Health Care Center, El Paso, Texas. The incumbent of this position is a Maintenance Helper in all aspects of the maintenance field. HVAC, electrical, plumbing / pipefitting, painting, and general repair and maintenance of center owned utility equipment, furniture, structure, etc. with primary emphasis on general system maintenance and maintenance.

DIRECT HIRE AUTHORITY: This position is being filled using Direct-Hire Authority (5 CFR 337.201) for this occupation.
Duties
Primary duties include assisting the Journeyman level workers with a wide variety of installations, repairs, and modifications of building air conditioning system equipment, furniture, electrical systems, and various other center owned equipment.
General: Assist Journeyman Workers in making general repairs within authorized limits, estimating and ordering materials needed for repairs. Assists in the replacement / repair of rollers, sprocket drive wheel, and chains. Tightening, adjusting, installing, and lubricating building hardware, such as locksets, door closure, hinges, motors, pumps, etc. Operates a wide variety of fabrication equipment including but not limited to: drill presses, grinders, measuring instruments, dial calipers, dial indicators, inside and outside calipers, electrical te4st equipment, volt ohm, amps, capacitor, diode tester, etc. Perform work assignments, oral or written, issued by the M&O Supervisor. The worker is responsible for accomplishing these assignments under minimal supervision. On some occasions, work may be performed independently.
Plumbing: Performs plumbing tasks such as; replacing or repairing faucets, flush valves, ballcocks, and diaphragms, clears clogged traps, drains, and lines. Replaces defective pipes that are exposed such as on bathroom fixtures, fittings, and connections. Repairs and maintains chilled water pumps, condensate pumps, medical air pumps, vacuum pumps, hot water circulating pumps and air compressors. Performs minor repairs on various medical gas, propane, and compressed air systems.
Carpentry: Performs carpentry tasks repairing and maintaining wood / wood substitute components of building and structures. Fits and / or hangs doors, planes sticking doors. Repairs various facility owned furniture to include but not limited to; cabinets, desks, and removable / permanent shelving.
HVAC: Under general supervision Helper makes daily visual, audible and mechanical checks of various facility areas for proper temperature of conditioned spaces. Helper repairs, evaluates and assists with all types of HVAC equipment including assessment, operational checkout and fault isolation. Helper assists in evaluating parts in the refrigeration cycle, proper oil levels, unusual noises, overheated bearings, loose connections, faulty insulation, frayed or loose belts, gaskets, pulleys and other similar defects. Under general supervision Helper tightens connections, makes splices, insulates exposed wires, and cleans and lubricates moving parts and tests for proper operation. Helper replaces items such as belts, fans, and fuses.
Electrical: Troubleshoots / repairs electric or electronic sensing devices i.e.; doors, sinks etc. Troubleshoots, diagnoses, repairs / replaces pneumatic cylinders, valves, electric solenoids and transformers. Corrects malfunction on various electrical and electronic systems.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The incumbent makes repairs and installations from ladders, extension ladders and lifts in areas that require lifting, pushing, pulling or carrying objects of varying weights, sizes and shapes, sometimes in excess of 60 pounds. He / She is subjected to strain due to lack of movement, such as standing in place, crouching or stooping for extended periods of time. The incumbent also may be required to enter confined spaces after being trained on ‘confined space entry’. He / She may also be subjected to some miscellaneous digging as in the case of landscaping or grounds maintenance.
Working Conditions: The incumbent is subjected to such hazardous conditions as working with power tools, fast moving cutting tools, welding-electric and acetylene, exposure to noxious gases and fumes, infrared and ultraviolet radiation heat, flying sparks, electrical shock, burns, and falls from working on slippery on unstable surfaces. The work is done indoors and outdoors, sometimes in wet, cold, weather, in areas that will vary from clean rooms to areas that are noisy, dirty, and poor ventilation where exposed to dust, grease, soiling of clothing and skin. There is a discomfort when wearing protective clothing, gloves, goggles or welding helmets. On occasion, the work may be done outdoors in very warm conditions where sunburn is a possibility. Incumbent must be able to wear a respirator to conduct duties such as; removal of filter media from TB Isolation rooms, confined space entry, atmospheric use, painting applications, etc. In some situations use of a respirator may warrant that the individual be clean-shaven for proper fit.
