General Description
The Orange County Department of Social Services has an opening for a Youth Services Coordinator. The work involves the responsibility for creating and coordinating youth programs within Social Services and the community. An employee in this class is responsible for planning, promoting, and implementing youth programs and services for preschoolers through young adult/teens and serving as a liaison between relevant school partners, other agencies, and families.
Work is performed under the general supervision of the Human Services Manager with considerable leeway to exercise independent judgment within the framework of applicable rules, regulations, policies, and procedures in the performance of duties, both in terms of planning and accomplishing work, and in making decisions regarding customer needs. Supervision of others is not required of this position. Position does DSS-related work as required.

Conveys and coordinates programs focusing on youth in Orange County, assuring participation of all agencies receiving county funds.
Convenes local non-profit organizations, government agencies, and community groups to identify gaps in services and populations served.
Develops DSS mentoring, tutoring and other direct services for youth.
Serves as a liaison to behavioral health, schools, and other critical partners.
Provides a racial equity emphasis in service delivery and represents the agency on racial equity partnerships.
Develops and supports youth leadership groups, assuring youth participation in decision-making.
Coordinates the administrative responsibilities of the Orange County Juvenile Crime Prevention Council (JCPC), including grant writing, facilitating the annual needs assessment and certification process, monitoring requirements, RFP process, monthly fiscal reporting, agenda preparation, minutes, reporting writing, and community outreach efforts.
Research and apply for grants to support youth activities and ensure compliance with grant requirements.
Coordinates services with program partners and develops referral systems and collaborative partnerships with other agencies in the community as needed.
Contributes to youth program development and organizational growth, strategic planning, outreach and advocacy activities and events as needed.
In the event of an emergency, as determined by the County Manager, their designee, or the DSS Director, participation in preparedness and response operations, as well as critical agency needs, should be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours, and/or work location.

MINIMUM QUALIFICATIONS
Graduation from an accredited college with a bachelor’s degree AND five (5) years of progressively responsible experience working with at-risk youth, specifically in the context of educational and social programs; OR
An equivalent combination of training and experience as defined above. A higher degree does not substitute for work experience.
SPECIAL REQUIREMENTS
Possession of or ability to readily obtain a valid driver’s license issued by the State of North Carolina for the type of vehicle or equipment operated.

As with all positions with the Department of Social Services, this position may be required to serve in shelters in time of natural and man-made disasters including overnight and weekends. The duties assigned during this time may vary from your regularly assigned duties. Assigned duties will be at the discretion of the Social Services Director.

Must be able to physically perform the basic life operational support functions of standing, walking, hearing, stooping, typing, talking, sitting, bending, kneeling, grasping, hearing, handling, pushing, pulling, lifting, and carrying, reaching and repetitive motions of the hands/wrist.
Ability to perform medium work, exerting up to 20 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to lift, carry, push, pull or otherwise move objects.
