Position Overview
The Division of Substance Use Prevention and Recovery is seeking to hire a Compliance and Monitoring Specialist to approve, plan, track and coordinate the compliance monitoring of organizations providing substance use intervention and treatment services that are licensed by the Illinois Department of Human Services (IDHS) and deliver services to recipients within a geographical location. This position reviews and evaluates organizations’ compliance; ensures follow up activities are conducted by the established deadlines; advises immediate supervisor of any concerns; serves as a substance use disorder clinical expert; provides clinical expertise in the performance of complex technical tasks related to the design and implementation of monitoring to determine compliance with licensure, Medicaid certification and/or Illinois Department of Human Services (IDHS) Division of Substance Use Prevention and Recovery (SUPR) funding requirements, standards and federal guidelines as they apply to organizations delivering substance use disorder intervention and treatment services; and assists with communication and legislative activities and represents Illinois Department of Human Services (IDHS)/ Division of Substance Use Prevention and Recovery (SUPR) at hearings and other key activities related to the Department/ Division.
Job Responsibilities
- Serves as Compliance and Monitoring Specialist.
- Serves as lead team specialist, provides complex input into planning, coordinating, conducting and the analyzing of compliance monitoring reviews of substance use treatment and intervention services provided by organizations that are licensed by IDHS/SUPR.
- Reviews and edits reports/letters prepared by team members and recommends revision or improvements.
- Conducts the most complex inspections, reviews organizations’ treatment and/or intervention documentation to determine compliance.
- Investigates and/or assigns complaints under the jurisdiction of Compliance, Monitoring and Technical Assistance Section.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to the completion of master’s degree.
- Requires two (2) years of progressively responsible professional experience in community organization, social service work or in program planning and development.
SPECIALIZED SKILL(S):
- Of the two (2) years, requires two (2) years progressively responsible professional experience in delivering clinical services in an Illinois licensed substance use disorder intervention or treatment program and demonstrated familiarity and practical work experience with the American Society of Addiction Medicine’s (ASAM) clinical standards.
Preferred Qualifications
- Three (3) years of professional experience in delivering clinical services in an Illinois licensed substance use disorder intervention or treatment program and demonstrated familiarity and practical work experience with the American Society of Addiction Medicine’s (ASAM) clinical standards.
- Three (3) years of professional experience in oral and written communication including writing reports and correspondence for a public or private organization.
- Three (3) years of professional experience utilizing a personal computer and working with Microsoft Office Suite, spreadsheets, and intermediate computer skills.
- Three (3) years of professional experience analyzing and evaluating programs and operations.
- Three (3) years of professional experience exercising extensive initiative and independent judgment in developing, interpreting, and formulating policies, standards and procedures for a compliance and monitoring unit.
- Three (3) years of professional experience working with program objectives associated with licensed treatment and intervention services.
Conditions of Employment
- Requires a valid driver’s license and the ability to travel.
- Requires one of the following professional credentials or certifications: Certified Alcohol and Drug Counselor from the Illinois Certification Board (ICB); or licensed professional counselor; or licensed clinical professional counselor pursuant to the Professional Counselor and Professional Clinical Counselor Licensing Act (225 ILCS 107); or licensed as a psychologist pursuant to the Clinical Psychology Practice Act (225 ILCS 15); or a licensed social worker or licensed clinical social worker pursuant to the Clinical Social Work and Social Work Practice Act (225 ILCS 20).
