ABOUT THE POSITION

The County of Riverside’s Department of Public Social Services (DPSS) has an opening for a Training Officer. The position is based in Moreno Valley. Driving to various County locations to conduct business and in-person training sessions is required for this position.

The selected candidate will develop, create, and conduct training programs for DPSS employees. With their knowledge and understanding of CalFresh (McFresh), CalWorks, General Assistance, Childcare Programs, Foster Care, and Medi-Cal. the Training Officer will develop training courses, manuals, curriculum, materials, and audio-visual aids. In addition, the incumbent will make enhancements and updates to existing training materials and curriculum.

Training classes are conducted daily and will be in a variety of formats, Online, video and in-person, face-to-face. The Training Officer will be using Skype, Microsoft Teams and other web-based formats to present the information to the employees.

The department desires candidates with the following skills:

  • Thorough understanding of CalFresh (McFresh), CalWorks, General Assistance, Childcare Programs, Foster Care, and Medi-Cal.
  • Experience working with CalSAWS, formally known as C-IV.
  • Advanced skills using Microsoft Office Suite applications.
  • Experience making presentations or conducting training sessions.
  • Experience developing training curriculum and materials.

The (DPSS) is comprised of employees who work collectively and in partnership with community-based organizations to serve the needs of the community.

EXAMPLES OF ESSENTIAL DUTIES
• Develops, coordinates, and conducts one or more phases of a staff development and training program; conducts orientation training to acquaint new employees with departmental organization and procedures.
• Coordinates with professional staff or subject matter specialists in developing and conducting training, developing training program policies, identifying training needs, structuring content and sequence of training, selecting relevant training methods and materials, developing out-service training, and evaluating training program results.
• Develops specialized training to meet particular needs of agency staff; consults with administrative and supervisory staff to evaluate the effectiveness of training programs.
• Coordinates training schedule with departmental operations.
• Stimulates employee interest in self-development.
• Develops and prepares audiovisual aids, training courses, syllabi, manuals, curricula, and other staff development materials; develops, prepares, and distributes handbooks, newsletters, and bulletins for employee information and interest.
• Prepares reports and maintains files on training program and activities; remains informed on current training trends, literature, methods, and materials.
MINIMUM QUALIFICATIONS
Education: Possession of a Bachelor’s degree from an accredited college, preferably with major coursework in psychology, sociology, social welfare, social/human services, or other behavioral sciences, education, business, public, or personnel administration. (Additional qualifying experience may be substituted for education on the basis of one year of experience equivalent to 30 semester or 45 quarter units of the required education.)

OPTION I:
Experience: Two years of social services program eligibility experience in a California Department of Public Social Services, which must have included one year of supervision over staff engaged in eligibility determination.

OPTION II:
Experience: One year of experience in the coordination and development of training programs.

Knowledge of: Principles of training, including the nature of the learning process; employee training resources, equipment, and current literature in the field; techniques and methods of orientation, induction, and in-service training, including the use of audiovisual and other technical, analytical, and statistical methods; principles of public administration, organization, and management theory; legislative and regulatory processes; principles of verbal and written expression; methods and techniques of evaluating training program effectiveness.

Ability to: Organize, conduct, and evaluate employee training programs; write manuals, training guides, lesson plans, and syllabi; develop visual aids and instructional materials; speak effectively and lead conferences and discussion groups; work cooperatively with others; analyze situations accurately and adopt an effective course of action; prepare clear and concise reports.

License: Possession of a valid California Driver’s License is necessary at the time of hire and must be maintained throughout employment. County vehicles may be available but are not guaranteed. Employees may be required to use their own vehicles for field travel and are required to provide vehicle insurance information for their personal vehicle.

Schedule: Incumbents may be required to participate in a mandatory on-call schedule which may include working overtime, nights, holidays, and weekends.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees’ Retirement System (CalPERS).

  • Tier I (Classic Member – Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
  • Tier II (Classic Member – Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
  • Tier III (PEPRA New Member – Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees’ Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.

A new member is defined as any of the following:

  1. A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
  2. A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
  3. A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.

CalPERS refers to all members that do not fit within the definition of a new member as “classic members”.

Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.

VACATION ACCRUAL (Bi-Weekly Accrual):
0 < 3 year = 80 Hours (10 Days)
4 < 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)

Maximum Vacation leave accumulation is 480 hours.

SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year.

BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).

BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.

DISABILITY – LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.

POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
