The Missouri Department of Health and Senior Services (DHSS) is recruiting a Senior Research/Data Analyst to support data modernization, interoperability, and public health informatics processes. In this position, you will gain diverse experience in a wide range of public health surveillance efforts ranging from input on surveillance system design and implementation to leading efforts on evaluation, analysis, and reporting. As a Senior Research/Data Analyst, you will have the opportunity to develop, lead, and conduct a broad and complex range of investigative and analytical studies utilizing public health data in support of strategic planning and initiatives. This position will serve as a public health program liaison to document workflows and processes, design methods for process improvement, and aid in documenting business and functional requirements associated with process improvement. You will also gain expertise in establishing, validating, and maintaining data quality practices among multiple public health data systems in an effort to increase the accuracy of data in which DHSS programs and local public health agencies utilize for operations.
What you’ll do:
- Provide public health informatics, interoperability, and health information exchange expertise to programs within the Department of Health and Senior Services (DHSS), and also to local public health agencies, clinical laboratories, other state agencies, and health care providers who report data electronically.
- Identify opportunities to modernize data systems or processes and advance the interoperability between DHSS public health surveillance systems and develop protocols for data sharing across multiple programs.
- Design and disseminate provider report cards using SAS, SQL, or Tableau queries to inform reporters of their data quality and for them to begin correcting any data submission errors/protocols.
- Review raw HL7 messages from new data reporters to validate structure and content, configure reporters to begin sending live HL7 messages to each system, and conduct QA to ensure data quality among these reporters does not diminish.
- Collaborate with program staff, informatics staff, vendors, providers, and ITSD staff on informatics projects related to data intake, data processing, and provider reporting as is relates to public health surveillance.
- Conduct the review and evaluation of the effectiveness of DHSS systems/applications to ensure compliance with national standards, policies, procedures, and customer needs.
- Mentor research/data analysts in various Bureaus on how to identify areas for improving efficiency and provide technical guidance on how to use software programs to automate manual processes.
All you need for success:
Minimum Qualifications
- Bachelor’s degree and relevant technical and/or informatics experience and/or appropriate certification
- Experience with statistical software (SPSS, SAS, SQL, etc.), and the ability to effectively use data querying tools
- Knowledge of EHRs, health information systems, and electronic data transfer methods
- Ability to serve as project technical lead regarding data handling, data analysis, and data management
- Experience with open-source programming languages (Python, R, Java, etc.) that can be used for data science and machine learning, automation of processes, and building Application Programming Interfaces (APIs)
- Experience with Microsoft Office Suite and the ability to quickly learn new systems and applications (such as SQL Server, or Tableau)
- Strong and effective communication skills, both written and verbal
- A valid driver’s license
