Education and Experience: A Master’s degree or higher in Fine Arts, Arts Administration, Business or Public Administration, Communications, or related field, and five (5) years of progressively responsible professional grant administration experience within the public, private or non- profit sector or administration of public programs and services, including two (2) year of supervisory experience.

Licenses and Certificates: Texas Class “C” Driver’s License or equivalent from another state.

General Purpose

Under general direction, manage, develop and implement all of the Museums and Cultural Affairs Department (MCAD) cultural programs and staff, including logistics for short or long range planning

Typical Duties

Manage, plan, organize, develop and implement cultural funding programs and actitivies to meet the department’s goals and objectives. Involves: Develop and execute annual grant making process for arts organizations and artists and evaluate effectiveness of funding programs. Oversee and conduct research through focus groups, surveys and other means to assess community needs and evaluate effectiveness of all programs and revise guidelines and programs accordingly. Analyze program data and identify potential problem areas, review related factors and prepare comprehensive reports detailing findings, solutions and recommendations to upper management. Attend performances, programs, activities sponsored or executed by the department to evaluate the success.

Develop strategic alliances to increase effectiveness of all programs. Involves: Identify and develop public and private partnerships, sponsorships, business alliances and inter-local agreements for all programs. Collaborate with other departments and jurisdictions, business and civic groups to integrate program initiatives. Develop and maintain a network of local support for short and long term needs. Manage the on-going relationship and collaboration with school districts, universities and non-profits. Identify opportunities and prospects to solicit and negotiate authorized new, relocated or expanded operations. Advocate local creative economy events, services and facilities by arranging, hosting or participating in tourism- related initiatives.

Coordinate and manage all program funding sources. Involves: Identify and research funding opportunities on local, regional and national levels. Develop potential grant opportunities and research, prepare and submit grant applications. Make solicitations and prepare written proposals for support. Develop campaigns for program funding. Monitor and document all funding, receive and record contributions/payments, acknowledge donor support and follow- up with requisite reporting requirements. Perform administrative duties and ensure programs’ compliance with Federal, State and local rules and processes, including procurement and payment. Assist in MCAD annual budget preparation. Present departmental programming at public meetings and City Council.

Supervise assigned staff. Involves: Schedule, assign, instruct, guide and check work. Appraise employee performance. Provide for training and development enforce personnel rules and regulations, and work behavior standards firmly and impartially. Counsel, motivate and maintain harmony. Interview applicants. Recommend hiring, termination, transfers, discipline, merit pay or other employee status changes.
