Description
Responsible administrative and supervisory work assisting in the direction of the office, customer service activities, and utility billing. Work is performed under general supervision. Helps direct and supervise the day-to-day operation of Customer Services. Assists in supervising the flow of all paperwork necessary to initiate any and all utility accounts. Assists in directing the accurate and timely reading of all meters to insure accurate billing. Supervises the accurate and timely billing of all customers. Resolves customer complaints or inquiries. Knowledgeable in procurement of goods and services from vendors for office needs and purchasing division. Accurately maintaining employee timesheets, and scheduling of employee coverage. Performing employee evaluations and cross training for employee retention and/or promotion. Communicates with supervisor to assist with all questions received concerning customer services. Assumes duties and responsibilities of the manager of his/her absence. Performs related work as required.
Typical Qualifications
High school diploma or equivalent. Associate Degree in Business or related field preferred. Considerable experience in responsible customer service, utility accounting or related area; utility billing or utility customer service experience required. Knowledge of Central Square billing software preferred. A comparable amount of training and experience may be substituted for the minimum qualifications. Knowledge of customer application procedures, collections and consumer billing. Knowledge of modern office practice, machines and equipment, especially as they apply to procedures within a public utility office. Knowledge of accepted principles of supervision, employee relations and public relations. Ability to assign and review the work of subordinates and provide proper instruction. Ability to analyze work flow procedures and recommend needed improvements. Ability to participate in office activities in various sections to assure uninterrupted flow of work load. Ability to understand and implement oral and written instructions, gather information and make reports, and keep office records. Ability to work effectively with customers. Possession of a valid Florida driver’s license. Ability to see, read, talk, hear, handle or feel objects and controls. Ability to effectively use and operate various items of office related equipment, such as, personal computer, calculator, copier, and fax machine. No significant walking, moving, climbing, carrying, bending, kneeling, crawling, reaching, and handling, sitting, standing, pushing, and pulling. Ability to move up to 25 lbs.

Employees are paid biweekly. The pay range consists of a minimum and maximum salary. Initial appointment is usually made at the minimum salary of the pay range, but a higher salary may be considered for an especially well qualified candidate or to meet unusual needs. Annual merit increases of up to 3% up to the maximum of the pay range are based on fully effective job performance, or above, and are not automatic. Eligible Fire department combat employees receive annual merit increases of up to 4%.
Group health insurance is paid for by the City; 100% for full time employees and 50% for eligible dependents.
Paid leave includes: Vacation – accrue nine (9) days annually with additional days awarded for longevity; Sick Leave – accrue twelve (12) days annually; Holidays – thirteen (13) days off; Personal Days – two personal days after six months of service.
Pension plan: General Employees’ Retirement System participation is required for all eligible employees. Each employee contributes a tax deferred deduction of 10% of their salary to the plan and the City contributes a like amount. The defined benefit pension plan is based on the average of the last three base salary years times 3% times years of service. If an employee leaves the employ of the City prior to seven (7) year vesting or retirement, their contribution, with interest, is refundable. Fire pension participants contribute 11.6% and are required to participate in the Pompano Beach Police & Firefighters’ Retirement System.
Other benefits offered to City employees include: cost of living adjustments (when applicable), tuition reimbursement, tax deferred savings plan, credit union services, direct deposit, sick leave bank, sick leave to vacation conversion, employee assistance program, Deferred Retirement Option Plan (DROP), Voluntary Employee Beneficiary Account (VEBA), and a four day work week for certain positions.
Part time employees are not eligible for benefits and benefits may vary depending on bargaining units.
