The Senior Research and Data Analyst is a professional level position that works in a newly approved Missouri industry regulating the activities of cannabis licensees. The cannabis industry will be in the building and implementation phase of growth for many years to come. The successful candidate will be a part of a dynamic, fast-paced environment and will assist the Division of Cannabis Regulation (DCR) with developing and improving the regulatory program to ensure Missourians have safe access to cannabis. This position is responsible for assisting with the management of large projects across bureaus and units within the Section for Compliance and Enforcement (SCE) to ensure consistent application of processes and procedures, Article XIV and associated rules outlined in 19 CSR 100-1. In addition, this position is responsible for assisting with the coordination of DCR and SCE systems and related projects including research, data, training and planning tasks.
What you’ll do:
- Develop guidance for the cannabis industry and the Section’s staff that will assist in system compliance and consistency.
- Write, modify, and run specialized and standard queries to prepare detailed reports using tables, charts, and narrative for management. Reports will be used for budgets, policy decisions, process development, investigation and enforcement decisions, etc.
- Implement programming changes made to the Section’s various software systems as well as other access databases developed to track compliance, enforcement and licensing activities.
- Assist in training all compliance, investigation, and track and trace staff on how to analyze data in the program’s systems for compliance, including diversion of product, product health and safety concerns for patients, failed lab testing and any other provision as laid out in Article XIV and 19 CSR 100-1.
- Extract the data needs of the Section, including any new or revised data systems deemed necessary for the Section to carry out the provisions of Article XIV and 19 CSR 100-1; examples of new systems include a facility inspection management system and a new data system to approve or deny packaging for cannabis products per state statute and 19 CSR 100-1. This position will develop the business/program specifications and work with Section leadership and the Office of Administration ITSD, as well as software vendors to ensure data needs and required legislative processes are met.
- Exercise independent judgment in data analysis and trend deviations; receives general administrative direction; work is reviewed for validity and quality.
- Serve as the Section’s representative, where applicable, at any association, coalition, or group, in which the Division becomes a member.
- Collect and analyze complicated program data in order to recommend data-driven policy to senior leadership.
- Recommend new system policies and procedures to senior management.
- Provide technical assistance to bureaus and units within SCE on system use and application.
- Assist in analysis of state statutes, constitutional law, and associated rules that impact system configurations.
- Research and design system specific training for regulated licensees and section staff.
- Complete other duties as assigned.

Minimum Qualifications
- A Bachelor’s degree from an accredited college or university (substitutions may be allowed).
- Four (4) to six (6) years of relevant experience, preferrably in a business related field and a system management/development setting.
- A high level of initiative and problem solving skills in areas of responsibility.
- Ability to work in a fast paced environment with many competing priorities.
- Ability to take administrative guidance and direction and complete projects and tasks with minimal oversight.
- Ability to develop effective solutions and strategies.
- Ability to mine data systems and use the data to prepare detailed reports to be used for budgets, policy decisions, process development, investigation and enforcement decisions
