Position Summary
The purpose of this position is to monitor and prepare the Recreation divisions budget and provide financial and statistical reports. Other duties include monitoring and administering the billing and collections system and making division purchases.

Essential Job Functions
Analyzes revenue and expenditures to ensure adequate funding of expenses. Tracking expenses and revenues; computing and analyzing projections; reconciling accounts monthly; making budget transfers; instructor contracts; annual field contracts; auditing POS1 and POS2 drawers; makes recommendations as needed.
Analyzes and prepares the annual Recreation division proposed budget by analyzing historic trends; requesting and receiving staff recommendations; researching cost and necessity; computing impacts; surveying other cities; computing revenue expectations, providing summary reports; attending financial meetings; completing required forms; providing supporting documentation, and discussing or justifying needs.
Running reports from Activenet and collecting past due payments. Makes division purchases by assigning account numbers; researching bid specifications; initiating bids with purchasing; following city purchasing policy; coordinating and communicating with other departments, vendors, and staff, and completing and submitting council communications when required. Completes Ad-Hoc and miscellaneous reports as needed.
Maintains Recreation Fixed Asset List. On a quarterly basis, distributes fixed asset reports to Supervisors. Adds, deletes or transfers fixed assets based on City’s capital asset policy.
Analyzes Capital Improvement Projects for budgeting purposes. Reconciles CIP projections with past and present actual expenditures and revenues. Coordinates with Recreation Manager and project leaders for cash flow requirements of projects. Prepares annual and mid-year budget based on information gathered.
Monitors and administers billing and collections system and programs by attending courses to maintain compliance with claims, filing, privacy and government requirements; making change to billing system table according to governmental requirements, applying changes and payments, and reconciling monthly. Oversees Recreation Center and athletic/facility rentals. Administration of the Youth Scholarship Fund.
Planning, coordinating, budgeting and executing special events including but not limited to Halloween in the Park, Daddy Daughter Dance, and Christmas Open House. Supervise and train employees who perform customer service functions in relation to cash handling, enrollments, reservations, and other duties as assigned.
Prepares and presents efficiency reports to upper management on selected City functions and departments. Completes sales tax reports including historical comparisons and analysis of sales tax for select companies within the City. Audits Police Department’s evidence room for Standard Operating Procedures including witnessing of evidence destruction. Prepares and mails invoices for assessments in Public Improvement Districts and track payments received. Opens and closes secured area for access to cash. Picks-up deposits and mail as needed. Calculate and process rebates for sales tax agreements.
Education and Experience
A Bachelors’ degree in business administration, finance or a related field.
A minimum of three years related experience.

Decisions regarding implementation of policies may be made. Contact may involve support of controversial positions or the negotiation of sensitive issues or important presentations. This position completes research for documents, compiles data, and/or enters or oversees data entry. This position is responsible for monitoring budget/fiscal expenditures (typically non-discretionary expenditures) for a work unit of less than department size (programs, activities, projects or small organizational units) or responsibility for fiscal management of capital projects.
Advanced ability to read literature, books, reviews, scientific or technical journals, abstracts, financial reports, and/or legal documents. Advanced ability to apply fundamental concepts of theories, work with advanced mathematical operations methods, and functions of real and complex variables. Advanced ability to write editorials, journals, speeches, manuals, or critiques.
Licenses and Certificates:Valid driver’s license with good driving record and ability to maintain while employed.
Background Requirements:
This position requires the successful completion of a criminal background check, drug and alcohol testing, and a motor vehicle history review.
Work Environment:Work is performed in climate controlled office environment. Requires little physical effort in working with light, easy to handle material. Work performed requires sustained concentration and causes fatigue of eyes, fingers and other faculties because of fairly continuous use of motor senses. Requires sitting, walking and standing.
