The Senior Corporate Applications Analyst will be a member of the Legal Department’s leadership team reporting directly to the General Counsel. This position will work closely with other members of the Commission’s legal team within the Office of General Counsel, as well as senior management, professional staff and paraprofessional staff assigned throughout the organization. Overall, the Senior Corporate Applications Analyst will assist the General Counsel by providing hands-on oversight of several important enterprise-wide compliance programs and applications, representing the department on all Information technology and ERP projects, coordinating technology initiatives for the legal department, and periodically supporting the department’s routine administrative and financial management requirements.
As the Legal Department’s subject matter expert in Information Technology / Information Security / Information Governance, lead troubleshooter, Point-Of-Contact and project manager for IT applications, issues, and best practices, the Senior Corporate Applications Analyst will provide the legal team with a wide range of support working with in house teams, outside vendors, and outside council support personnel on day-to-day operations including communications and reporting activities. This position requires someone who is exceptional at working cross functionally, particularly with professionals in corporate finance, HR, IT, and field operations throughout a complex organization with an annual budget of more than $200 million.
The incumbent will be responsible for evaluating, testing, training, implementing, and supporting technology solutions and implementations throughout the department. The Senior Corporate Applications Analysts will help develop best in class systems, policies and processes required for maximum efficiency and alignment within the department and cross-functionally. Projects the Senior Corporate Applications Analyst will touch include case matter management, contracts management, e-signature, content management, records / document management, training, knowledge management, metrics and benchmarking, departmental goal tracking.
Examples of Important Duties
GENERAL COUNSEL TECHNICAL ADVISOR
Assisting General Counsel, and members of their staff translating technical IT / IS / IG information to attorneys with non-technical backgrounds, offering guidance and clarity on technical matters. This information may include case matters, document review, compliance, day-to-day legal operations, general knowledge, and pending or current legal industry opinions. Will acquire the American Bar Association designation of non-lawyer to allow for proper attorney client privilege. Ensure that proper technical legal standards are followed such as implementing and auditing ethical walls or restricting metadata transference. Proactively research, recommend and select external OGC legal specific vendors evaluating for best-in-class, feature rich and best value for the Commission and OGC in areas such as eDiscovery, research, case management, and daily operation technologies.
DATA COMPLIANCE / SECURITY / GOVERANCE / ASSURANCE SUPPORT
Working directly with the General Counsel, the Senior Corporate Applications Analyst will develop, maintain, implement and adjust with emerging threats, Information Security and Governance standards and Information Assurance procedures within the OGC and advise or work with other departments as required. These standards and procedures will use government accepted frameworks such as NIST 800-53 Security and Privacy Controls, NIST 800-30 Risk Assessment Guide, and FIPS 199 Security Categorization. The procedures will also include items such as incident response, information security / governance audits, and contingency plans for continuity. Will require close working relationship with the Commission’s Data Archivist to ensure data retention schedules are maintained for OGC records and documents and works to address schedule changes as technology evolves.
Work with various legal teams on their programs and projects supporting their information technology needs. Representing the legal department on the Agency-wide ERP Project
Minimum Qualifications
- Bachelor’s Degree in Business Management, Computer Science, Information Systems or any related field.
- Four (4) years of progressively responsible experience in business analysis or related experience that includes experience with functional software applications (e.g., enterprise financial, supply change management system, human resources information system), which includes configuration maintenance, troubleshooting training and end-user support
- An equivalent combination of education and experience may be substituted, which together total eight (8) years.
