SCOPE OF SERVICES

Integrated Eligibility System (IES): The Integrated Eligibility System (IES) initiative IES is intended to help the Department of Social Services (DSS) to streamline and standardize their eligibility to better support DSS staff and improve access for applications to health and human services programs. A key component of this initiative will involve determining the integration, retirement, and modernization approach for a variety of existing DSS legacy platforms. This will include a full cataloging of key functions and capabilities of the current DSS systems, as well as a thorough analysis of both the system and operational dependencies of IES retirement/integration related decisions.

IT Development and Management: DSS has a constant increased need for the provision of full systems life cycle applications development on various computer platforms, including a variety of client eligibility and recertification systems, employment/work engagement services, claims systems, etc., that are critical to the operation and functioning of DSS programs, requiring periodic refinements to maintain the applications at optimum service levels. Having a project portfolio which properly reflects the user’s business needs and DSS’ workload is crucial. Therefore, there is a need for IT consulting resources for the expanding responsibilities at DSS.

Tasks & Duties

  • Develop system design specification
  • Develop and prepares documents for the general design of solutions that meet system and security requirements, including the selection of alternative approaches.
  • Develop specifications for databases, communication systems, hardware, network, security, storage and software configurations.
  • Develop structured diagrams for the specifications of databases, communication systems, computer or storage area networks, security or network programs.
  • Develop system documentation
  • Develop, compiles, maintains and documents configurations of the following: databases, servers, computers, security and network monitor systems, packaged programs, macros, utilities, and communication systems.
  • Develops operational and installation procedures for communication systems, hardware, network, security, storage and software.
  • Develop guidelines and upgrade techniques of new operational procedures for the support of databases, hardware systems, operating systems software, network systems software, security and client server systems.
  • Perform System Design/Coding
  • Create, test and maintain program code
  • Design reports, audit trails/logs, security mechanisms
  • Provide general programming assistance to other MIS programmers/projects as may be needed
  • Perform Testing/Evaluation
  • Provide support for IBM Message Broker – message flows, Queues and Web Services
  • Develop, implement, and monitor information technology quality assurance standards
  • Tests programs and systems and integrates system modules

Required Skills

  • Minimum 4 Years Experience with data structures, data manipulation, databases, design, programming, testing and implementation.
  • Minimum 4 Years Exposure to environments include but are not limited to mainframe, mid-range, personal computers, laptops.
  • Minimum 4 Years Experience with IBM WebSphere Message Broker flow development and Administration.
  • Minimum 4 Years Experience with IBM WebSphere Message Queues.
  • Minimum 4 Years Experience with the design of program specifications and the implementation of software solutions.
