This position is a tiered position. Incumbents will have a position level assigned based on their skills and experience, and in alignment with position development plans. Position placement is at Amtrak’s sole and absolute discretion.
This hybrid position can be headquartered from Lancaster or Philadelphia and travel is estimated at 25%.
SUMMARY OF DUTIES:
The Sr/Electrical Engineer (Signal Standards) is responsible for establishment and documentation of standard equipment and circuits for train control infrastructure. The position will engage with front line employees, railroad suppliers and Amtrak procurement to ensure standards are maintained to allow for proper installation, maintenance and procurement of standard train control equipment.
ESSENTIAL FUNCTIONS:
- Generation of Signal Standards material and implement into procurement portal.
- Serve as a member of the Engineering Department’s Systems Stakeholder/Steering Committees responsible to define the department’s management information and decision support system goals and objectives.
- Support division and production C&S forces in addressing technical issues related to Amtrak’s train control system infrastructure.
- Must be capable of reviewing drawings and railroad signal standards
- Supports the testing and evaluation of new products and equipment to be used in the signal system to ensure that they meet the operational, safety and reliability requirements.
- Assist in the development of the C&S department’s Signal Standards in electronic format/CADD format
- Maintain industry contacts and membership in industry associations to determine industry best practices and their application at Amtrak
MINIMUM QUALIFICATIONS:
- Bachelor’s degree in Electrical Engineering or other relevant field with relevant experience.
- Knowledge of work rules and safety standards including Amtrak’s AMT-23 and 27, FRA Rules and Regulations Governing Railroad Signal and Train Control Systems, Roadway Worker Protection, and NORAC/General Code Operating Rules. If individual has not qualified under these, then he/she must have the ability to do so within one year.
- Demonstrated experience in experience with generation or use of Signal Standards
- Working knowledge of railroad signal circuitry as applied in signal systems.
- Knowledge of C&S equipment (microprocessors, relay, batteries, etc.)
- Knowledge of Amtrak’s interlocking layouts and physical characteristics.
- Knowledge of FRA standards, rules, and regulations.
- Knowledge or experience in signal construction and/or instrument house fabrication
- Prior satisfactory job performance is required.
- Must be able to represent Amtrak at industry (AREMA, FRA, TTCI, APTA) meetings and committees
- Ability to understand design trade-offs and budgetary implications.
- Skills in advanced leadership and management; effective writing and presentations; conducting meetings and interviews; interpersonal communications; time management; conflict resolution and conducting formal investigations.
- Skill in project management
- Ability to communicate with agreement personnel to ensure accuracy fabricated signal facilities and equipment to approved design.

PREFERRED QUALIFICATIONS:
- Six to ten years of relevant experience.
- Master’s degree in electrical engineering
- Extensive knowledge of Signal material and operations
- Extensive field knowledge of signal construction and maintenance practices.
- Qualified on NORAC, AMT-2 and RWP
WORK ENVRIORNMENT:
- Travel 25%
- This position will work in both Philadelphia and Lancaster Pennsylvania. Depending on demand, employee may work at either location for extended periods of time. Must be able to report to either location as instructed.

The salary range is $86,500 – $111,996 for the Electrical Engineer position and $103,700 – $134,460 for the Sr Electrical Engineer position. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
