Summary
The incumbent’s primary responsibility is managing the National Gallery’s financial reporting activities subject to Financial Accounting Standards Board (FASB), Federal Accounting Standards Advisory Board (FASAB), Not-for-Profit industry, Internal Revenue Service (IRS) and other external reporting standards and requirements, as well as internal and management reporting requisites.

Duties
As the Accountant, you will:
- Manage and review monthly financial statements prepared in accordance with Not-for-Profit industry GAAP. Included in this process is the review of subsidiary schedules and reports and review of account reconciliations in furtherance of an effective internal accounting and reporting control structure. Manage the preparation of the annual financial statements subject to audit by the National Gallery’s external auditors. Incumbents assist the Controller in ensuring that the year-end financial system close and reopen are coordinated between financial management system (FMS), financial reporting, budgeting, and general accounting staff to deliver an accurate set of financial statements to the external auditors on a tight schedule.
- Manage and review the preparation of the Gallery’s form 990 and 990-T filed annually with the IRS. Determine need for additional report creation for the Treasurer’s office and users outside of the Treasurer’s office and manages and maintains the report repository. Manage reporting to Gallery management and Board of Trustees, financial surveys, etc.
- Analyze the results and effectiveness of operational activities and supporting costs and monitors and analyzes operating and non-operating financial results at least quarterly to ensure the proper matching of revenues and expenses. In conjunction with the Chief Budget and Planning Officer, analyzes budgeted and actual costs for National Gallery programs and projects and provides explanations for significant variances. Review new business processes to ensure that the proper accounting and reporting methods are employed. Analyze and interprets other financial activity events, evaluating their significance and impact on operating results and strategic planning.
- Establish and maintain a comprehensive centralized repository of accounting and financial reporting policies, positions, and procedures to be shared with Office of the Treasurer personnel. Maintain a compendium of all National Gallery endowment and other funds contained in the financial system, as well as a comprehensive centralized resource of donor endowment gift documentation supporting the nature of the gifts and the proper classification and use of the gifts in accordance with donor restrictions. Develop and maintains documentation of sound internal accounting and financial reporting controls. Develop white papers on relevant Not-for-Profit and federal promulgations affecting the National Gallery’s accounting and financial reporting requirements.

Candidates must meet the Qualification Standards Handbook requirements for the GS-0510-15.
GS-15 Specialized Experience Statement: For this position, specialized experience is at least one year of experience, equivalent in responsibility to the GS-14 level in the Federal service or equivalent experience in the private or public sector.
Specialized Experience:
- Preparing financial statements and footnotes for a full-scope annual audit in accordance with U.S. generally accepted accounting principles.
- Using complex financial management system
- Providing critical input with respect to selecting report writing tools for system upgrades
- Implementing internal controls over financial reporting controls.
- Projecting and maintaining short-term and medium-term cash needs.
- Applying professional accounting standards to interpret new accounting pronouncements.
Other Relevant Eligibility Criteria: Minimally qualified candidates must have:
- earned a degree in accounting, auditing, or related field which included 24 semester hours of college-level accounting courses.

- at least four (4) years of work experience in accounting, plus a CPA or CIA credential
– or –
- at least four (4) years of work experience in accounting, plus 24 semester hours of college-level accounting courses

Education: All academic degrees and coursework must be from accredited or pre-accredited institutions
Basic Requirements
- Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term “accounting” means “accounting and/or auditing” in this standard. Similarly, “accountant” should be interpreted, generally, as “accountant and/or auditor.”)
OR
- Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant’s background must also include oneof the following:
- Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
- A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
- Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant’s education, training, and experience fully meet the specified requirements.
