CONDITIONS OF EMPLOYMENT:

  1. New employees of the Department of Military Affairs will be required to pass a pre-employment drug screening.
  2. New employees of the Department of Military Affairs are required to participate in a direct deposit/electronic transfer program.
  3. The Department of Military Affairs is paid on a monthly basis.
  4. This position is a Cooperative Agreement position.

MINIMUM REQUIREMENTS:

  • A Bachelor’s Degree from an accredited College or University in Business Management, Business Administration, or related field AND Two (2) years of experience in Business Management, Business Administration, or related field; OR
  • An Associate’s Degree from an accredited College or University with major coursework in Business Management, Business Administration, or related field AND Four (4) years of experience in Business Management, Business Administration, or related field; OR
  • A High School Diploma AND Six (6) years of experience in Business Management, Business Administration, or related field

DUTIES AND RESPONSIBILITIES:

Assist with managing and supervising the operation of retail activities of the Camp Blanding Post Exchange (CBX). Ensures proper service is rendered, personnel are fully utilized, and accountability variances are held to a minimum.

Post Exchange:

  • Assist with managing up to eleven (11) contracting regarding daily responsibilities, building works schedules, maintain a high standard of customer service. Work closely with the DMA Contract Manager for assistance in filling vacancies.
  • Assists in establishing and implementing the product merchandising philosophy for the retail floor to ensure a professional storefront. Purchases authorized items of merchandise within authorized guidelines for use and resale by the CBX. Negotiates best purchase price and sets market competitive sales prices within organizational margin expectations. Continues to monitor the market for new products to bring to the store inventory to keep the product offering relevant and up to date. Researches and recommends new ways to generate revenue to increase foot traffic and sales.
  • Assists with the financial integrity of the organization. Help maintain the Point of Sale (POS) System database, acts as the software and hardware administrator along with the PX & REC Program Manager to ensure that the POS financial system is reliable, accurate and secure from outside threats.
  • Assists with overall management of the CBX account and reports financial activities. Ensures proper reports are provided to the bookkeeper for their records. Participates in audits and periodic inventory counts. Analyzes results and reports, and coordinates and performs corrective measures with NAF Accountant.

Overall Requirements:

  • Assists in ensuring that recordkeeping, reporting and processing of the financial transactions, such as credit, receipt, transfer, obligations or outlay of State funds are monitored and maintained daily. Ensures proper and prompt recording of all operational and administrative activities and are in accordance with the Adjutant General and Federal/State laws. Any deficiencies will be reported immediately.
  • Assists in preparing a store operational budget and continuously reviews progress and makes necessary operational adjustments to ensure goals are met. Maintains good customer relations, assumes primary contact with customers with charge privileges such as law enforcement agencies. Approves and establishes customer accounts, special orders merchandise and Invoices customers for payment. Recommends plans for the development or alteration of services to the PX & Rec Program Manager in order to improve operations.
  • Assists in supervising the preventative maintenance schedules and procedures for all relevant store equipment (i.e. HVAC, Industrial Coolers, forklifts) and computing equipment as well as building repair and maintenance. Funds for building repair and equipment replacement are included in the budget process.
  • Responsible for the full implementation for the FNG 210-5 pamphlet to include periodic review and compliance with all rules and regulations established in the pamphlet. Responsible for yearly updates to the 210-5 and report any proposed changes/updates to the PX Manager.
