The City of Folsom’s Parks and Recreation department is currently recruiting for a Parks and Trails Planning Assistant (Temporary, Part-Time) to assist the Planning team

Incumbents perform a variety of inspection, reporting and planning work related to landscaping, parks, trails, city parkways, and recreation facilities. Employees in this position receive immediate supervision from the Park Planning Manager and should be detailed oriented, able to follow direction, but can also work independently.

Schedule & Location

  • Schedule is flexible within a Monday – Friday, 8:00am – 5:00pm time frame.
  • No more than 30 hours per week.
  • This position is based in Folsom City Hall.

Pay & Benefits

  • Non-exempt, hourly rate: $30.00 – $40.00 per hour, depending on experience.
  • Temporary, part-time positions are hourly and not eligible for benefits, and are limited to working 999 hours in a fiscal year (July 1 – June 30). No full-time regular appointment will be made from this class.

Note: Unfortunately current active CalPERS members are ineligible for employment with part-time positions.
Examples of Essential Duties

  • Inspect park, recreational, and trail projects onsite during construction to ensure the construction is performed according to plans and specifications in regard to but not limited to grading, drainage, geo-technical standards, SWPPP, paving, electrical, concrete, plumbing, lighting, irrigation, plant materials, and play equipment systems.
  • Read, interpret and apply City standards, specifications, construction documents and maps regarding park and trail construction and SWPPP compliance.
  • Review and check landscape architectural plans and trail site plan drawings, designs, and estimates for accuracy and conformance to original design.
  • Compile and enter a variety of information and data into daily logs and inspection reports in both digital and written formats in accordance with federal, state, and local requirements.
  • Participate in site analyses, cost estimating, and checking landscape architectural plans and drawings for accuracy and conformance to original design and check calculations used in designs and estimates.
  • Prepare Request for Quotes (RFQ) and Capital Improvement Project (CIP) bid packages for small projects including renovation projects. This includes preparation of plans, specifications and bid packages as well as overseeing the bid process for these small projects.
  • Assist in the review of proposed projects for conformance with adopted City landscape plans/guidelines.
  • Meet and confer with developers, contractors, and engineers as directed.
  • The employee will interact with the public and in doing so, represents the department, as well as the City.
  • Perform related duties as assigned.

Employment Standards

Knowledge of:

  • Principles, techniques, and methods of landscape architecture, trail development, park design and civil engineering.
  • Modern methods and techniques used in the design and construction of various land development projects as they pertain to parks and trails.
  • Current trends in federal, state, and local park planning.
  • Pertinent laws, ordinances, and regulations governing park and facility planning, trail development, and open space preservation.
  • Engineering technology and practices used in landscape design and construction. Construction and project management administration.

Ability to:

  • Read and interpret landscape architectural plans including site plans, sketches, renderings, specifications, spreadsheets, and estimates of labor and material requirement costs.
  • Manage multiple tasks effectively with high organizational skills.
  • Use computers, software programs, and other technical equipment.
  • Effectively communicate verbally and in writing.
  • Establish and maintain effective working relationships with those contacted in the course of work.

Minimum Qualifications

Education:
High school graduate, G.E.D., or equivalent to the completion of the 12th grade.
Preferred Education:
An associate’s or bachelor’s degree in landscape architecture, construction management, construction technology, environmental design, park administration, civil engineering or a closely related field from an accredited college or university.

Experience:
Background in park and trails planning, landscape architecture, civil engineering, construction administration, construction inspection or contract compliance.

Preferred Qualifications:
Possession of certifications such as SWPPP, CCI or other related fields and the ability to use construction related software such as Auto Cad, Sketch Up, etc.

License, Certificate, Registration Requirements:

  • Must be at least 18 years of age.
  • Possession of, or ability to obtain, a valid California driver’s license by date of hire. Individuals who do not meet this requirement due to a disability will be reviewed on a case-by-case basis.
  • Successful candidates will be made a conditional offer subject to a background check, which requires DOJ fingerprint clearance and a pre-employment physical, including screening for drug and alcohol use. The City follows federal law; candidates testing positive for THC do not pass the background screening.

Physical Requirements:

Work is frequently performed in both a typical office environment as well as outside in various types of weather. (1) Mobility: frequent use of keyboard; frequent sitting for long periods of time; occasional walking, standing, bending, and squatting. (2) Lifting: occasionally up to 25 pounds. (3) Vision: constant use of overall vision; frequent reading and close-up work; occasional color and depth vision. (4) Dexterity: frequent repetitive motion; frequent fine manipulation, frequent writing; frequent grasping, holding, and reaching. (5) Hearing/ Talking: frequent hearing and talking, in person and on the phone. (6) Emotional/ Psychological: frequent decision-making and concentration; frequent public and/or coworker contact; occasional working alone; occasional contact with angry or upset citizens. (7) Environmental: occasional exposure to noise.

Schedule is limited to no more than 999 hours per fiscal year. Temporary, hourly positions are not eligible for benefits.
