Supervising Property Specialist positions perform very complex and real property analyses and transactions on the Valuations Team; conduct and review real estate appraisals; prepare and review financial analyses and recommendations; conduct property research and real estate market analyses; research, manage and participate in developing property asset management policies; plan, organize and implement section policies and procedures consistent with City and department policies; participate in the management of real estate development projects; review and evaluate complex financial pro-formas; develop concepts and scenarios for City properties; write solicitations, such as Request for Proposals (RFP) and Requests for Qualifications (RFQ); conduct complex real estate market analyses; conduct property appraisals; make presentations to decision-making legislative bodies, City departments, officials and other jurisdictions; represent DREAM in meetings with developers, contractors, consultants and other officials; plan, organize, direct, evaluate and supervise professional and subprofessional staff; and perform other duties as assigned.

  • Employees in job classifications represented by Municipal Employees Association (MEA) are scheduled to receive the following general wage increases:

5% effective 1/1/24

4% effective 7/1/24

  • Eligible benefitted employees originally hired on or after July 10, 2021, will be automatically enrolled in the San Diego City Employees Retirement System (SDCERS).
  • The current vacancy is expected to be assigned to the Valuations Team, whose main focus will be to provide opinions of value to support property sales, property acquisitions, rental rates, market-rate adjustments, bond offerings collateralized by real estate and all other City functions requiring real estate appraisal services.

MINIMUM REQUIREMENTS

You must meet the following requirements on the date you apply, unless otherwise indicated.

EDUCATION: Bachelor’s Degree or equivalent education (i.e., minimum completed units = 120 semester/180 quarter).

NOTE:

  • Additional qualifying experience may be substituted for education lacked on a year-for-year basis. One year of full-time experience = 30 semester/45 quarter college-level units.

EXPERIENCE: Four years of full-time commercial or industrial real property experience in at least ONE of the following areas:

  1. Appraisal/valuation.
  2. Acquisition.
  3. Investments.
  4. Sales/leasing.
  5. Commercial real estate brokerage.

NOTES:

  • Qualifying appraisal/valuation experience MUST include: Commercial, office, or industrial properties.
  • Qualifying sales/leasing experience MUST include: Selling and/or leasing commercial, office, retail and/or industrial or unimproved property.
  • Residential or Single Family Residential (SFR) experience is NOT qualifying.
  • City of San Diego employees using Out-of-Class Assignment (OCA) experience to qualify must submit written documentation signed by their appointing authority of payroll specialist, detailing the work performed, dates and total number of qualifying OCA hours. OCA experience without the required documentation will NOT be considered.

CERTIFICATION/DESIGNATIONS: You must possess ONE of the following valid certifications/professional designations:

  1. Certified Commercial Investment Member (CCIM).
  2. Society of Industrial and Office Realtors (SIOR).
  3. Member Appraisal Institute (MAI).
  4. A valid state-accredited real estate appraisal license equivalent to the Certified General Appraiser (AG) license with the California Bureau of Real Estate Appraisers (BREA).

LICENSE: A valid California Class C Driver License is required at the time of hire.

HIGHLY DESIRABLE:

  • Ability to conduct complex financial analyses.
  • Public sector work experience.
  • Experience with appraising vacant land, remnant parcels, easements, environmentally sensitive land, agricultural land, general aviation property and, ground leases.
  • High-level of proficiency with computer programs such as Microsoft Office Suite and Zoom.
