Pay Range
$86,910 – $107,916 Annually
Please note that the pay range information is a general guideline only. Many factors are taken into consideration when setting starting pay including education, experience, the external labor market, and internal equity.
Job Description
We have an opening for a Purchasing Card (UniCard) Reviewer. You will perform reviews of UniCard and release transactions for compliance with applicable policies and procedures. You will plan and perform self-assessment reviews, including interviewing Technical Release Representatives (TRRs) to evaluate work methods. This position is in the Supply Chain Management (SCM) Department within the Business Directorate.
You will
- Apply and interpret established procurement policies, procedures, and processes including those that are multi-faceted and may require in-depth analysis and judgement.
- Plan and perform TRR self-assessment reviews, including interviewing TRRs and analyzing/evaluating work methods and transactions requiring preparation of findings and recommendations independently to develop practical solutions.
- Perform ad hoc reviews based on management concerns.
- Use various data mining and analytical tools and reports to identify transactions for review.
- Analyze TRR transactions (credit card and releases) to ensure compliance with policies and procedures.
- Provide feedback to managers, TRRs, and others on policies, procedures, and processes.
- Provide recommendations toward policy and procedures based upon customer interactions.
- Perform other duties as assigned.
Qualifications
- Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
- Bachelor’s degree in Business Administration or related field, or equivalent level of education and experience.
- Ability to work in a team environment and independently as required.
- Proven decision-making and analytical skills and the ability to anticipate, define and resolve issues.
- Experience applying techniques and methods of purchasing, business law, government regulations, and/or commercial procurement practices.
- Experience utilizing negotiation and persuasion skills.
- Experience interpreting and applying standard business practices, established procurement policies, desk guides, and procedures.
- Effective organizational, administrative, and customer service skills.
- Strong verbal and written communication skills to effectively interact with suppliers, programmatic personnel, and managers.
Qualifications We Desire
- Knowledge and/or experience applying purchase regulations including the Federal Acquisition Regulations and Department of Energy Acquisition Regulations.
- Intermediate to advanced experience using Microsoft Office software (Outlook and Excel).
- Knowledge in applying data analytics skills, techniques, and use of tools in working with large data sets.
- Experience with Enterprise Risk Management and/or Enterprise Risk Assessments.
- Previous experience in reviewing Purchasing Card (Unicard) transactions for compliance with applicable policies and procedures.

Security Clearance
