Description
The Hennepin County Environment and Energy department is accepting applications for the Supervising Environmentalist who will be responsible for supervising staff engaged in commercial hazardous waste regulatory compliance and enforcement for Hennepin County Environmental Protection’s Commercial Hazardous Waste (CHW) Unit. The person selected for this position will have a broad understanding of business operations and extensive knowledge of and experience in the application of complex local, state, and federal regulations. This person will report to the CHW administrative manager and supervise inspection staff. This person will work with the CHW administrative manager and staff in the development of enforcement cases in collaboration with the Hennepin County Attorney’s Office, as well as state and federal regulators. This person must be an excellent communicator and be comfortable working with business owners and residents from diverse backgrounds who is prepared to engage in sometimes difficult conversations regarding issues of regulatory compliance.
Location and hours:
This position is hybrid and will be performed both on-site at the Hennepin County Environment and Energy Department, 701 Fourth Avenue South, Suite 700, Minneapolis, MN 55415 and remote as job duties require. Work hours will be Monday through Friday, with typical hours of 8 a.m. to 4:30 p.m. While these positions are designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin.
New employees who are hired into remote or hybrid positions between January 2, 2022, to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable after the new employee successfully completes probation.

In this position, you will:
- Supervise, hire, train, evaluate and direct the work of professional staff who assist, educate, and inspect the over 5,000 hazardous waste generating businesses and the 29 facilities throughout Hennepin County for compliance with hazardous waste regulations.
- Plan, organize, and supervise commercial hazardous waste inspections and the self-audit licensing program carried out by staff, and monitor progress toward annual inspection goals. Review inspection work for quality control purposes. Work with staff and the Workplace Safety Office to ensure safe work practices amid varying environments.
- Work with the CHW administrative manager in overseeing enforcement efforts by directing staff in the development of complex civil and criminal enforcement cases and coordinating unit activities with those of the County Attorney’s Office and state and federal regulators.
- Oversee and coordinate with the Minnesota Pollution Control Agency inspections of large quantity generator facilities pursuant to the Joint Powers Agreement between the two organizations.
- Support continuous improvement efforts, identifying strategies to improve efficiency, and oversee and facilitate the expansion and improvement of e-government initiatives.
- Represent Hennepin County in meetings with businesses, metro county counterparts, state and U.S. EPA staff.
- Direct staff working with the regulated community to encourage best management practices that reduce waste and emissions, improve efficiency, and promote climate change awareness, adaptation, and resiliency.
- Oversee and coordinate the licensing and invoicing of hazardous waste generators and facilities.
- Monitor state and federal policy, rule-making, and legislative changes, evaluating the potential impact of these changes on the work of the CHW unit goals.
- Develop and track budgets, oversee purchasing and contracting, and advocate for resources to support the work of the CHW unit within department and county budget guidelines and policy.
Need to have:
- Bachelor’s degree or higher in physical or natural sciences, environmental health, industrial hygiene, public health, engineering, public administration, business administration or a closely related field and four or more years of experience in environmental or environmental health related programs.
- A valid driver’s license and the ability to obtain a Hennepin County driver’s permit and access to reliable transportation for meetings that may be held at locations that are not served by public transportation.
