PSE’s Vice President of Operations team is looking for qualified candidates to fill an open Senior Project Manager – Customer & System Projects position!

Job Description
This is on the Customer & System Projects Team–which covers all of new customer construction (residential, multi-family, and commercial) gas and electric projects and system modifications.
Senior Project managers direct and control projects that may require gaining the cooperation of multiple governmental or community based organizations. Projects may involve multiple and dissimilar functions and impact a large geographical or regional area.
Projects at this level are often high risk and address the combined interests and missions of PSE, State, County and municipal organizations, special interest groups and various communities.
Initiates project, including internal and external stakeholder commitments, demonstration of business need and project feasibility. Leads project teams to identify time frame, methods for accomplishing the project, and allotment of available resources to various phases of the project. Works with stakeholders to develop contractor statements of work, bid documents, and coordination of estimates.
Upholds the safety compliance standards inherent in PSE’s operating and/or field procedures related to work responsibilities. Promotes and supports a culture of total safety.

Job Responsibilities
- Assembles and leads multi-disciplinary project teams. Identifies the scope of an assigned project and decides logical action to meet project requirements and deadlines.
- Applies general rules, standards and guidelines to specific technical problems.
- Recognizes technical issues that impact the projects under their leadership, and obtains resources to mitigate project risks.
- Communicates technical information clearly and concisely to non-technical audiences, sometimes in public settings.
- Gathers, consolidates and analyzes facts in relation to project requirements.
- Responsible for schedule and budget development, management and forecasting.
- Support emergency response work as requested.
- Performs other duties as assigned.
Minimum Qualifications
- Bachelor’s Degree in relevant field or equivalent combination of education and/or work experience.
- At least eight years relevant project management experience.
- Excellent verbal and written communication and presentation skills and techniques, with an ability to express complex technical concepts in business terms. Ability to write clear, concise and direct narrative and reports.
- Extensive knowledge of team management techniques to bring about agreement between divergent points of view.
- Demonstrated knowledge and experience in scheduling, estimating, accounting and finance principals.
- Extensive experience with utility methods, techniques and procedures involved in budgeting, procurement and contract administration.
- Strong knowledge in project management discipline to effectively arrange resources and manage multiple medium to high complexity projects in a cross-functional environment.
- Extensive knowledge of techniques used to involve community members in development of project affecting their community.
- Strong negotiating and critical thinking skills.
- Customer-oriented, a positive, team-oriented and collaborative attitude, flexibility, an understanding of the business issues driving the need for the project, and solid work ethic are expected.
- Leadership skills that can energize a multidisciplinary work team to respond to business needs.
Desired Qualifications
- Extensive knowledge of project management principles, processes and techniques, applied in a utility setting.
- Advanced Project Management Training and Project Management or Construction Management Certification from an accredited institution (PMI or College) Continuing Education appropriate to the profession.
- Bachelor’s Degree in Project Management, Construction Management, Electrical, Mechanical or Civil Engineering.

JOB RESPONSIBILITIES
Customer Service and Relationship Management
- Provides coaching and mentorship, and oversees training for new project managers.
- Reviews project designs and conducts troubleshooting for unique and complex issues relating to customer jobs.
- Communicate and manage the customer relationship as the primary point of contact.
- Accurately identify customer needs, set reasonable expectations, identify potential issues and share alternatives.
- Facilitate execution of service agreements and ensure customer understands associated costs, requirements and payment processes.
- Perform effective upfront project planning and advocacy of PSE’s operational objectives to minimize costs and change orders, identify risks, and maximize efficiency through negotiation and conflict resolution.
Field Assessment and Design
- Perform assessment of project site and requirements for service (gas and/or electric), which may include advance design work.
- Ensure compliance with codes, standards, and design, operation, and maintenance requirements.
- Identify the steps and processes required by the projects to include equipment, material, permitting and facility siting as necessary.
- Develop a cost based estimate for the project proposal.
Project Coordination and Management
- Projects may involve new construction, upgrades, uprates and modifications of the electric and gas distribution systems involving a limited degree of complexity.
- Collaborate with Service Provider to coordinate construction schedules and obtain appropriate resources.
- Communicate with Service Provider and customer regarding risks and delays to the schedule.
- Interact with customers, multiple agencies, and private sector businesses regarding project impacts.
- Assemble and lead multi-disciplinary project teams on large, complicated projects. Identify the scope of an assigned project and decide logical action to meet project requirements and deadlines through project closeout.
Other
- Serves as technical lead on project management issues and processes within the Customer & System Projects organizations.
- Mentors and develops team members.
- Supports emergency response work as requested including immediate and extended restoration efforts.
- Performs other duties as assigned.
MINIMUM QUALIFICATIONS / KNOWLEDGE / SKILLS / ABILITIES
- Deep knowledge of gas and electric distribution systems.
DESIRED QUALIFICATIONS / KNOWLEDGE / SKILLS / ABILITIES
- BA/BS in Engineering, Construction Management, Project Management, Land Planning or related field.
- Certificate in Project Management or similar.
- Experience with SAP.

The pay range for this position is $97,600.00 – $162,500.00, and this position is eligible for annual goals based incentive bonuses.
