Grade 18: Bachelor’s degree in Biology, Public Health, Epidemiology, Infection Control, Statistics/Biostatistics, Biomedical Science, Environmental Health, Environmental Science, or a related field, and two years of post-degree professional research experience in the appropriate field; OR a master’s degree in one of the above fields and one year of post-degree professional research experience in the appropriate field.

Preferred Qualifications:
The preferred candidate will have experience in the development and management of a large database that is used to support a public health surveillance system. They will have knowledge of principles and methods of public health surveillance, and experience in applying the standard criteria for evaluating the effectiveness and usefulness of public health surveillance systems. They will also have the ability to link public health program knowledge to conceptual modeling, statistical analysis, and interpretation of results; excellent analytic, critical thinking, and scientific writing skills; a track record of presenting surveillance and research results to technical and non-technical audiences; intermediate or better proficiency in Statistical Analysis System (SAS) programming, Microsoft Excel, PowerPoint, and Word; and experience in spatial analysis using ArcView or other publicly-available software.

Duties Description Under the direction of a senior Research Scientist in the Division of Nutrition’s Evaluation, Research and Surveillance Unit (ERSU), the Research Scientist (RS) 1/2 will provide support to the Bureau of Supplemental Foods Programs, by directly conducting or assisting with all phases of research and evaluation for the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC). The incumbent will contribute to evaluation design, survey development, and analysis to carry out formative process and outcome evaluation studies to support the evaluation of United States Department of Agriculture (USDA) mandated annual WIC Local Agency Compliance and Self-assessments, to monitor compliance with WIC program regulations, policies, and procedures.

The RS will also assist with special analyses for evaluating impact of quality improvement initiatives including exclusive breastfeeding promotion initiatives through learning communities. Additional duties will include performing formative research to inform design of new nutrition initiatives using mixed methods research, the preparation of reports and presentations to stakeholders and funders and writing and publication of findings in peer-reviewed journals. This position will assist in providing outcome-based data upon which the WIC program will base changes to increase efficiency and effectiveness and ensure compliance with USDA regulations and program policies and procedures.

Additional Comments Permanent, full-time, non-competitive appointment. Appointment level will be determined based on the qualifications of the selected candidate.
