Promotion: One year of service as a Medical Specialist 2, license and current registration to practice medicine in New York State, and certification in a medical specialty by a Member Board of the ABMS.
Open-Competitive: Possession of a license and current registration to practice medicine in New York State, certification in a medical specialty by a Member Board of the ABMS, and one year of post-certification experience within the medical specialty.
If you are appointed provisionally, you must take the next scheduled Civil Service examination for this title, and your score must be reachable on the resulting eligible list, before you can be permanently appointed. If you do not pass the examination or achieve a reachable score, you may not be retained.
Duties Description The New York State Office for People With Developmental Disabilities (OPWDD) Division of Statewide Services oversees clinical services, as well as the needed assessment and research functions to support the oversight and implementation of those services. The Office of the Medical Director (OMD) will provide oversight, guidance, and leadership to the Division’s clinical staff. The OMD will support clinical needs across all the Division’s nine Bureaus including working with the Bureau Directors, the Division’s Deputy Directors, the Assistant Commissioner, and the Deputy Commissioner. The OMD will guide the division in providing healthcare quality and safety and prevention measures and guide improvement initiatives. The OMD can function as a consultant for programs requiring the expertise of a physician. The OMD would promote understanding and cooperation with division and agency goals by representing OPWDD at forums, meetings, and subcommittees, and by performing education and outreach to professional organizations, community groups, and the public.
Due to the wide array of support and services across the Statewide Services Division, the OMD will develop and review and coordinate program policies, procedures, and clinical guidelines to promote efficient, seamless, and person-centered care resulting in coordination of services for individuals and among service providers. The Medical Director will directly work with the Division’s programs to review data, historical service level trends, and clinical outcomes with the goal of informing OPWDD policy, and to provide clinical input to executive level staff regarding the development and/or revision of agency practices, legislation or regulations. The goal of this oversight is to ensure that the most recent clinical best practices and standards of care are used consistently, equitably, and effectively across the Division.
The OMD will participate, as needed, in specific committee reviews of admissions to Intensive Treatment Opportunities (ITO) and assist in review of complex cases to support care and transition planning for those returning to the community. This work could include support of pre-admission reviews of referrals to two Specialty Hospitals, certified by OPWDD and individuals referred for consideration of Assisted Outpatient Treatment. In addition, the OMD would support OPWDD’s efforts to address the issue of addiction by serving as the Medical Director of the Naloxone program.
The OMD will oversee policy, procedures, and data, and ensure timely completion of, initial Level of Care Eligibility Determinations (LCED) for individuals who are newly determined eligible for OPWDD services. This will be achieved, in part, through oversight of contracted physicians who are conducting these LCED’s in consultation with the 5 Developmental Disability Regional Offices. They will also provide consultation as needed to the Third Step Eligibility Determination committee if pertinent medical questions arise in the context of completing any of these determinations. The OMD would review program data to evaluate outcomes and adjust program goals as needed. They would play a key role in the Bureau of Service Allocation, Research and Review (BSARR) by providing:
Assigned Duties (including but not limited to):
1. Evaluate the appropriateness of medical and behavioral health services both authorized and delivered.
2. Provide oversight and monitoring of quality improvement, focus on prioritization and areas to be addressed through review (collaborative) of utilization data.
3. Serve as physician advisor to Medical Directors and provide recommendations for cases referred by the BSARR staff who do not meet standard level of care expectations.
4. Conduct initial review of quality assessments and those reviews assigned by the BSARR Director.
5. Conduct ongoing review of policies and procedures.
6. Participate in Statewide Mortality Review and other relevant committees.
7. Support the development and implementation of authorizations needing corrective action.
8. Serve as Medical Physician Director for the Bureau of Service Allocation Research and Review and participate on associated committees with other subject matter experts in relevant clinical areas. BSARR will foster the promotion, maintenance, and availability of quality care and services to individuals through the evaluation of providers clinical practices, services, and supports via review of clinical, encounter, and administrative data and performance measures.
