Research Scientist 4 (DMRP)

Non-Competitive: bachelor’s degree and five years of professional research experience in an appropriate field. –

Substitutions: master’s degree in an appropriate field may substitute for one year of experience, and Ph.D. in an appropriate field may substitute for an additional year of experience.

Examples of acceptable degree fields are Public Health, Public Policy, Public Administration, Psychology, Health Administration, Addiction Studies, Education, Human Services and other related field.

Preferred Qualifications:
• An advanced degree in public administration, public policy, management, political science, government, law, or a closely related field.
• Strong research skills and ability to proactively gather and analyze information from disparate sources.
• Excellent project management and organizational skills.
• Exceptional writing skills and ability to summarize complex concepts quickly, clearly, and concisely for audiences at all levels.
• Experience with strategic planning.
• Knowledge of addiction policy.
• Familiarity with State government operations or working in a state or local government environment a plus.

Duties Description Under the direction of the Bureau Director for Strategic Planning and Assessment, the Research Scientist 4 plans, organizes, and leads research, analysis, and evaluation activities for State and Local Services Planning. Duties include but are not limited to:
• Drafts major components of agency planning documents such as the Five-Year Comprehensive/ Strategic Plan and the annual updates of the plan.
• Evaluates agency performance against goals, objectives, and performance indicators identified in State planning documents.
• Collaborates with Local Government Units and State Mental Hygiene agencies to develop Local Services Planning process.
• Designs and implements Local Services Planning Forms.
• Develops strategies that provide for the transition of long-range planning concepts into local planning initiatives.
• Assists in the implementation of activities outlined in action plans and initiatives identified in agency planning documents, including preparation of guidelines, as well as other related tasks.
• Develops annual local service plan guidelines for the state’s local government units.
• Analyzes local service plans for inclusion in long-range statewide planning initiatives and translates local priorities into Statewide policies.
• Provides technical assistance to local providers in areas of strategic planning needs.
• Performs other related duties as assigned.
