The Work You Will Do:

This Environmental Consultant position performs highly technical, professional work under the direction of the Environmental Administrator for the Hazardous Waste Program and Permitting Section within the Division of Waste Management located in Tallahassee, Florida. The ideal candidate will possess excellent communication skills, discipline-specific knowledge, leadership skills, adaptive management knowledge and skills, and be highly effective in both the team and autonomous environment.

The Environmental Consultant provides regulatory oversight for environmental rehabilitation work conducted at Resource Conservation and Recovery Act (RCRA) permitted facilities across Florida under state and federal regulations. This position interacts with EPA, Federal DOD Facilities, DEP District Offices, and other sections and divisions across DEP in order to support the progress of operation and environmental cleanup of sites. This position is also instrumental at leading special projects, developing guidance and internal training, and mentoring junior team members.

Pay:

$56,100.00 – $60,000.00 (Commensurate with experience)

Your Specific Responsibilities:

  • In carrying out the duties of this position, the incumbent is expected at all times to be aware of and abide by the Department’s Standards of Conduct, as well as any and all departmental and/or work unit rules, directives, policies, procedures, and/or general orders applicable to performing the duties of this position.
  • Coordinates review of hazardous waste operating, postclosure, and corrective action permit applications to determine compliance with State and Federal regulations, and ensures permits are issued in a timely and effective manner. The reviews include technical evaluation of groundwater (and surface water) monitoring plans, assessments reports, corrective action plans and risk-assessments, and recommending permit conditions necessary to ensure compliance.
  • Performs field audits (quality assurance) of sampling techniques implemented by permittees during groundwater monitoring activities. This requires travel several times per year.
  • Assists hazardous waste field staff with inspections of existing and proposed facilities prior to issuance of permits to determine facility compliance with regulations. Provides professional assistance to district staff and facility applicants and consultants on treatment, storage or disposal methodologies. Participates in the department’s OSHA Program.
  • Attends meetings and conferences with applicants, consultants, governmental officials and other affected parties to determine compliance with all state and federal regulations and standards.
  • Researches and reviews regulatory changes, literature and other documents to determine best current practices and procedures, and to maintain expertise in new technologies for management of hazardous waste and cleanup of hazardous waste facilities.
  • Performs other related duties as required.

Required Knowledge, Skills, and Abilities:

  • Knowledge of RCRA permitting and corrective action requirements.
  • Knowledge of risk-based corrective action process.
  • Ability to establish and maintain effective working relationships with Department staff, other agency staff and the public.
  • Ability to effectively communicate both orally and in writing.
  • Skills in the operation of personal computers and related software.
  • Ability to use common Microsoft Office software.
  • Ability to physically conduct hazardous waste field audits.
  • Able to successfully draft/evaluate complex and/or controversial permits or similar compliance concerns within your program area, with sufficient expertise for managing complex issues.
  • Able to provide guidance and/or training to District or Division staff within your program area on complex and/or controversial permits or similar compliance concerns.

Minimum Qualifications:

  • Valid Class E Driver License.
  • Bachelor’s degree from an accredited college or university with a major in engineering, environmental science; or any combination of post-secondary education or verifiable related experience, as described above, for a total of four years.
