Summary

This position is part of the Office of Energy Efficiency and Renewable Energy – Headquarters, Department of Energy. As an Interdisciplinary Supervisory General Engineer/Physical Scientist, you will serve as the Deputy Director of the Industrial Efficiency Decarbonization Office (IEDO). This position shares in the duties, responsibilities, and authorities of the Director (IEDO).

Duties

As an Interdisciplinary Supervisory General Engineer/Physical Scientist, you will:

  • Be responsible for providing independent, authoritative program management and policy development advice, guidance, and direction to DOE leadership and to external customers.
  • Oversee the identification and interpretation of legislative requirements for the IEDO and manages the implementation of IEDO programs and activities.
  • Evaluate the effectiveness of Federal, State, and local government policies and incentives for the market transformation of industrial decarbonization technologies.
  • Assess and make improvements to the IEDO organizational structure; determine operating costs for various program initiatives; determine resources required to carry out IEDO programs to include staff and budget; and perform long-range policy planning for the office.
  • Oversee the development and implementation of multi-year program plans and annual operating plans.
  • Develop annual program budget requirements and approve and manage the use and distribution of allocate funds.
  • Work in partnership with U.S. industry, academia, and national laboratories to advance the technology and develop markets to create and maintain a robust environment for the development of industrial decarbonization technologies.
  • Plan and direct the work of the office through subordinate program managers. Responsibilities include: exercising significant responsibilities in dealing with officials of other units or organizations, and in advising management officials of higher rank; assuring reasonable equity IEDO subordinate organizations of performance standards and ratings or assuring comparable equity in the assessment by subordinates of the adequacy of contractor capabilities or of contractor completed work; making decisions on work problems presented by subordinate supervisors/program managers; evaluating subordinate supervisors/program managers and serving as the second level reviewing official on evaluations of nonsupervisory positions; recommending selections for subordinate supervisory positions; determining whether contractor performed work meets standards of adequacy necessary for authorization of payment; recommending awards or bonuses for nonsupervisory personnel and changes in position classification, subject to approval by higher level officials, supervisors, or others; finding and implementing ways to eliminate or reduce significant bottlenecks and barriers to production, promote team building, and improve business practices.

SPECIALIZED EXPERIENCE REQUIREMENTS: Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities/competencies to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. A qualified candidate’s online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position is defined as:

  • Providing technical, programmatic analysis and advice to leadership in support of program planning and policy development pertaining to industrial efficiency and decarbonization technologies; AND
  • Evaluating the effectiveness of Federal, State, and local government policies and incentives for the market transformation of industrial efficiency and decarbonization technologies; AND
  • Managing research, development and demonstration projects related to industrial efficiency and decarbonization processes to provide direction, consultation, advice, technical input, and analyses to stakeholders.

NOTE: There is no substitution of education for specialized experience at the GS-15 level.
