This position is located in the Research Administration Office of Veterans Affairs (VA) Connecticut Healthcare System (VACHS), West Haven campus. Research at VACHS complements and supports VA patient care and is conducted by staff clinicians and non-clinician scientists who are also faculty members at the Yale University School of Medicine or the University of Connecticut Health Science Center.

Major Duties:
- Serves the needs and objectives of the Research & Development (R&D) Committee and its subcommittees.
- Responsible for assuring that issues identified in subcommittees are fully presented to the Research & Development (R&D) Committee.
- Communicates to investigators any deficiencies found and advises them on how to correct or revise the submission.
- Acts as liaison between reviewers and investigators to ensure and accomplish requested modifications.
- Manages proper and effective receipt, logging, routing, tracking inquiry, evaluation, interpretation, judgement, review, action and response regarding research submissions and related business.
- Performs administrative pre-committee analysis of research proposals, including identifying problems and issues in the proposal, contacting the investigator, and requesting additions or corrections to the proposal or to the informed consent forms, securing additional information for the committee on specific points, and bringing the study to the most complete level possible before submission for committee review.
- Performs intake of research personnel and new research protocols and assures that all documents have been property completed..
- Develops and maintains systems to evaluate and monitor research project for progress, performance, and compliance with federal research standards, laws, and regulations.
- Performs analysis of research proposals while liaising with applicable personnel to get any information or document issues corrected before submission for regulatory committee review.
- Manages receipt, logging, routing, tracking, evaluation, interpretation, and responses regarding research proposal submissions and regulatory committee review process.
- Performs other duties assigned.

Qualifications
Specialized Experience: Possess at least one (1) year of specialized experience equivalent to the next lower grade level of (GS-7) in Federal service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of a Program Specialist – Research, and that is typically in or related to the work of the position to be filled. Specialized experience includes: reviews research proposal documents; maintains up-to-date knowledge of federal regulations and state laws regarding research involving human subjects and animals to properly coordinate committee activities; analyzes protocols with respect to human and animal subject protection issues and to apply all applicable regulations, policies, and agency interpretations, ability to explain to investigators, and their subcommittee’s members; utilizing software such as Microsoft Office to prepare a variety of reports, forms and correspondence; designing and maintaining databases; applying analytical and evaluative techniques; and communicating and working with individuals with varied backgrounds. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week.
OR
Education: Possess a master’s or equivalent graduate degree or two (2) full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. (TRANSCRIPTS REQUIRED) NOTE: If you select this option, you must submit a copy of your transcript (unofficial or official) with your application. Education cannot be credited without documentation.
OR
Combination: Successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels. To be computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify for the grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. There is some walking, standing, and carrying of light items. Manual dexterity is required to input and extract data through a computer keyboard. No unusual physical demands will be required in order to perform the duties of the position.
The work is typically performed in an adequately lighted and climate-controlled office. The primary duty station of the position is at the VA Connecticut West Haven Campus; however, occasional travel may be required to affiliate institutions for meetings with research staff members to provide guidance and clarification.
