Basic Function

The Ramsey County Communications department is currently hiring for two Graphic and Digital Specialists. By applying for the Graphic and Digital Specialist you are applying for both of the following positions.
Graphic and Digital Specialist – Digital Media Strategist
The Digital Media Strategist supports countywide digital communications. This position will provide content strategy and content development across multiple county platforms including for social media (including Twitter (X), Facebook, Instagram, and LinkedIn), e-newsletters, text (SMS) updates, and the county’s public website (ramseycounty.us). The Digital Media Strategist ensures brand consistency across all digital channels, recommends and monitors organic and digital marketing campaigns, and is responsible for staying up-to-date with the latest digital media trends and technology available to advise and guide the county. This role may provide supplemental support for internal digital communication channels such as the employee intranet (RamseyNet) and newsletter.
Graphic and Digital Specialist – Content Strategist
This graphic and digital specialist provides planning, designing, creating, editing, and content publishing for the county. This role will be focused primarily on providing strategic communications support for two transformative project areas within the county. The first area will be focused on major transit-oriented projects such as the Purple Line, Gold Line and Riverview Corridor. This position will work with key internal and external stakeholders, including communications contractors, to ensure strategic and coordinated project messaging. The second area will be supporting the county’s Purchasing and Contracting Transformation program with strategic communications. The goal of this program is to reduce barriers to doing business with the county. This position will be responsible for advising on ways to create more accessible communications to access procurement opportunities including optimizing the county’s website where procurement opportunities are accessed.
The basic functions of this position are to serve as a countywide expert resource to conceptualize, refine and create visual and/or digital products for external and internal audiences. Design and produce multimedia content and graphics in print, digital and interactive materials to support the communications team in supporting the county’s mission, vision and goals through effective communication. Work as a member of the communications team to promote county programs, services, facilities and events; and to perform related duties as assigned.
Flexible Workplace
This position is identified under the designation of ‘flex work eligible’, meaning that the employee can formally opt to be in-office full-time or work a flex schedule in which at least two-days per week are performed in office and other days can be performed in a remote-first environment. Regardless of selection, the position carries expectations regarding on-site responsibilities and will require schedule flexibility beyond the minimum expectations set forth in the county’s flexible workplace policy. Examples of Work Performed
- Create concepts, designs and content for a variety of high-visibility and large-scale projects in print and/or digital environments using computer design software and online programs (such as web-based Content Management Systems and social media platforms).
- Work with the communications team and department staff to determine and prioritize needs, generate ideas and provide advice and recommendations for the best visual and/or digital communication strategy for specific projects.
- Serve as the county’s enterprise expert in graphic or digital communications by developing communications materials that support major countywide initiatives and cross-functional programs.
- Develop graphics, layouts and digital content, ensuring consistency in branding, logo management, graphic design, use of photography and video, public exhibits and user functionality.
- Responsible for the design and/or formatting of materials such as charts, graphs, illustrations, artwork, logos, forms, signs, templates for professional reports, presentations, webpages, social media posts, email bulletins and other communication needs.
- Review the final layouts and digital messaging of contractors, administrative staff and communications associates, and make suggested improvements as needed, proof errors and ensure consistency throughout county communications materials.
- Order and maintain materials and services related to graphics and production, and social media from outside vendors.

Minimum Qualifications
Education: Bachelor’s degree in graphic design, communications, or a related field.
Experience: Three years of experience providing design or communications services.
Substitution: Associate’s degree in graphic design and two additional years of experience (five total) providing design or communications services. Four additional years of experience (seven total) providing design or communications services may substitute for the education requirement.
Certification/Licensure: None.
Exam/Screening Process Information
The examination process will consist of the following section with each section weighted as indicated:

The examination for Graphic and Digital Specialist will consist of a training and experience rating, comprised of the questions in the attached supplemental questionnaire. Not all applicants who meet the minimum qualifications will pass the training and experience rating. The rating on this supplemental questionnaire will depend on your answers to the questions – do not mark “see resume” or “see work history” as a response. Please answer all your questions clearly and completely. Failure to respond could affect your score and final rank on this examination.
Eligible List: The names of all applicants who filed a properly completed application and passed the examination/screening process shall be placed on the eligible list for an employment opportunity as a Graphic and Digital Specialist. This list will be certified to the appointing authority which may use this list to conduct interviews to fill a vacancy. Candidates will remain on the list for three months or until hired, whichever occurs first. A notice will be sent to applicants at the time the eligible list is posted, informing them that the list has been posted and their rank on the list.
Veteran’s Preference: This is a classified position requiring an open, competitive selection process. Veteran’s Preference points will be applied after a candidate passes the examination process.
