Position Summary
Salary Hiring Range: $78,353.60 – $95,971.20
Under general direction, this position administers and coordinates radio system technology and contracts. Implements the acquisition, installation, maintenance, and repair of the Ellis Countywide Radio System.
Essential Job Functions
- Manages and maintains the activities of the Ellis Countywide Radio System (ECRS); provides ongoing communication with all radio system stakeholders.
- Maintains appropriate FCC license requirements to remain in compliance with local, state, and federal policies and procedures.
- Coordinates activities of City departments and other agencies utilizing the radio system.
- Administers contracts for ECRS, software, and hardware.
- Oversees and maintains the inventory of the ECRS and subscriber fleet.
- Monitors maintenance and support for radio databases; verifies all preventative maintenance schedules.
- Oversees the annual operating budget and strategic plan for the Ellis Countywide Radio System; analyzes revenue projections and monitors expenditures.
- Reviews open projects and requests from customers; assists in the preparation and evaluation of complex requests.
- Supervises, evaluates staff performance, and assesses training needs; assigns work responsibilities and develops improvements to workflow.
- Assists in the development and maintenance of the disaster recovery plan.
- Chairs the ECRS Advisory Committee.
- All other duties as assigned.
Education and Experience
Bachelor’s Degree in Electrical Engineering or related field is required. May substitute education requirement with a minimum of seven (7) years of experience with Motorola 700/800 MHz Trunked Radio Systems.
Minimum of three (3) years of experience supporting radio systems for emergency services is preferred.
Minimum of three (3) years of supervisory experience is preferred.
Knowledge, Skills, and Abilities
- A comprehensive, practical knowledge of a technical field with use of analytical judgment and decision-making abilities appropriate to the work environment of the organization.
- Advanced knowledge of city and departmental practices, procedures, systems, equipment, and federal, state, and local laws, regulations, codes, ordinances, and best practices relating to radio systems.
- Knowledge of and ability to correctly interpret, explain, and apply laws, rules, operations, practices, procedures, regulations, and policies.
- Extensive knowledge in the installation and maintenance of radio hardware and software.
- Working knowledge of Motorola trunked radio system hardware, software, programming, and maintenance. Comprehensive knowledge of Motorola 700 MHz radio systems.
- Extensive knowledge of VHF, UHF, 700 MHz frequencies and electronics, telecommunications, and data networking.
- Ability to develop professional end user and operations documentation.
- Knowledge, skill, and ability to utilize telephone, fax machines, computers and applicable software daily including, but not limited to, Microsoft Office, Microsoft Outlook, Laserfiche, and Incode.
- Advanced ability to learn and perform basic operational, technical, and office processes.
- Advanced skill level in data entry and preparing accurate reports.
- Ability to effectively supervise staff in a proactive, appropriate, and productive manner.
- Ability to regularly interact with others and exchange and receive of information, providing effective and tactful customer service, and work independently with a high level of discretion.

Special Requirements
Mobility within an office, field, and outdoor environment is required.
Subject to be on-call during non-working hours.

Licenses & Certifications
Must possess and maintain a valid driver’s license with acceptable driving record as established by the City of Midlothian driving standards.
Work Environment
Work is mostly indoors, but occasionally requires duties in an outdoor environment. Exposure to adverse environmental conditions and other elements including, but not limited to, heights, the dark, dangerous voltages, electrical hazards, and noise. Regularly performs work inside manholes, pull boxes, cabling vaults, and wiring closets. Physical demands include heavy lifting up to 50 lbs., carrying, lifting, crouching, crawling, pushing, pulling, and reaching, climbing, and kneeling. Occasional projects may require the employee to perform work from a bucket truck or lift. Requires manual dexterity, visual acuity, and color vision.

* Retirement – The City matches an employee’s required contribution
of 7 % to the Texas Municipal Retirement System (TMRS) with a
contribution of 14%. The retirement program contributions begin upon
date of hire. Employees are vested in the retirement system after five
years of employment and are eligible for retirement after 20 years.
* Vacation Leave – Employees accrue two weeks (80 hours) of paid
vacation each year for the first four years.
* Deferred Compensation – A deferred Compensation (457) plan is administered through ICMA retirement Corporation. The City offers payroll deduction and the employee chooses the amount of investment and investment choices.
* Longevity pay- employees become eligible for this year of continuous service at a rate of $4.00 per month not to exceed twenty-five years.
* Employee Assistance Program – The City provides an employee assistance program through a third-party provider. Each employee has access to employee assistance for various confidential counseling services.
* Flexible Benefit Plan – Dependent health insurance can be deducted from an employee’s pre-tax income. Employees may also participate in a flexible spending account by setting aside pre-tax income to pay unreimbursed health expense and dependent child care.
