General Function:

Under the general supervision of the Development, Outreach, and Data Manager, the Volunteer and Student Programming Coordinator will be responsible for the administration of volunteer certification database and IRS certification compliance as well as overseeing the implementation of student internship, class credit, and other student involvement with MFS CASH Oregon program. This position will work primarily out of the Stark St office with some options for remote work as programmatically needed and discussed in advance with the supervisor.

Essential Duties and Responsibilities:

Volunteer Certification:

  • Responsible to organize and oversee collection of required volunteer certifications for all volunteers and staff
  • Verify volunteer identity using acceptable government-issued photo ID
  • Ensures updates and manages CIVI – provides real time updates on volunteer certification numbers for tax site coordinators
  • Coordinate and oversee volunteer required background check process completion
  • Process and submit Continuing Education Credits
  • Process and submit IRS Form 13206 monthly, serve as certification liaison to IRS SPEC

Administer Volunteer Database (CiviCRM):

  • Oversight of quality volunteer experience building an intuitive system flow via the volunteer application, updated contact information & event registration
  • Post events in database
  • Monitor and ensure systemic data quality and cleanliness
  • Develop, maintain, and distribute system wide reports

Administer Student Intern Programming

  • Process applications and interview applicants for student intern program
  • Organize onboarding and training for interns
  • Facilitate regular check ins with interns serving at tax sites
  • Approve and review student timesheets
  • Serve as liaison to partner schools and universities
  • Prepare and submit annual applications to partner schools in order to participate in federal work study program
  • Recruit, review applications, conduct interviews and onboard student internship candidates

Additional Duties:

  • Serve on Volunteer Engagement Committee – assists with organizing special events
  • Provide support and development of volunteer training materials, including online course development, video editing, and case document development
  • Conduct client interviews in order to gather feedback on program successes and areas for improvement
  • Support tax sites with tax preparation & quality review
  • Other duties as assigned

Professional Development:

  • Complete provided training on individual federal and Oregon tax law and pass the IRS Volunteer Standards of Conduct, Intake/Interview and Quality Review, and Advanced exams in order to certify as a volunteer tax preparer
  • Complete training on serving as an IRS VITA Site Coordinator and pass IRS Site Coordinator Exam
  • Complete training on accepting and certifying taxpayer documents in applying for Individual Taxpayer Identification Numbers (ITINs)
  • Complete process of becoming an IRS Certified Acceptance Agent to approve identification documents for W-7 ITIN applications

Qualifications

Knowledge, Skills and Abilities Required:

  • Prior experience working with college students and demonstrated understanding of their unique needs and goals
  • Prior experience working in database administration
  • Clear understanding of income and wealth gaps (by economics, race, & gender), under- resourced communities & inequity.
  • Experience coordinating and training students, volunteers, or staff
  • Demonstrated competency with computer skills including Microsoft Office Suite and Google Workspace
  • Experience working collaboratively between teams within an organization and/or between external organizations
  • Ability to work independently and to be collaborative across all agency program areas
  • Experience with trauma-informed approaches to case management
  • Ability to effectively and proactively problem-solve and resolve conflict
  • Ability to maintain professional boundaries and confidentiality
  • Ability to recognize and manage critical incidents within program and/mandatory reporting regulations and responsibilities
  • Familiarity with using data to monitor and drive performance goals for programs and/or staff
  • Ability to effectively manage and disseminate confidential and sensitive information
  • Possesses strong verbal and written communication skills
  • Ability to manage multiple projects simultaneously
  • Basic understanding of the Federal and Oregon tax codes and how they affect lower income populations

Education and Experience Requirements:

  • Minimum of a BA/BS in social science, political science, economics, communications, public service or human services or equivalent related experience

  • Fluency and ability to communicate effectively in languages in addition to English is strongly preferred

Other Requirements:

Personal transportation allowing for travel within the Portland Metropolitan area in a timely manner. If driving a personal vehicle, must maintain a valid driver license for the state of residency, personal auto liability insurance coverage and a driving record permitting coverage under the agency auto liability policy.

MFS requires all employees and volunteers to complete a criminal background check. We review the results of all background checks individually and consider all of the circumstances of any issues that arise in a background check during the hiring process.

Work Environment:

Work is performed in an office environment, at community events, and/or at other locations as deemed necessary. This position requires work to be accomplished primarily in person with occasional opportunities available for remote work in discussion with supervisor. May require occasional early morning, weekend or evening work. Position requires ability to sit for extended periods as well as stand occasionally. Position requires use of computer, telephone, copier and may require accessing locations by use of stairs.
