Job Description
JOB SUMMARY
Under general direction, the Vice President – Engineering & Construction is responsible for providing planning and engineering services for water, wastewater and reuse water, infrastructure development, extension, improvement and replacement. Directs activities of the Engineering Group to include engineering services provided by in-house staff and through external, professional engineering consultants. Leads and directs the areas of Construction, Development, Pipelines, Plants & Major Projects, Project Controls and Operations Support. Ensures compliance with all federal, state and local laws and regulations. Serves as a member of the Executive Management Team.
ESSENTIAL FUNCTIONS
- Leads, selects and develops a team of professionals charged with effectively executing business strategy and maintaining operational integrity.
- Oversees and monitors the development, implementation and tracking of the infrastructure Capital Improvements Program and budget.
- Manages and provides guidance in the development of policies and regulations concerning infrastructure development, growth, design requirements, construction standards and the provision of water, sewer and reuse water service.
- Coordinates and oversees the design and construction of water, wastewater, and reuse water, and supports facility infrastructure expansion, improvement and replacement projects.
- Evaluates, promotes and aligns the Engineering Group’s daily business practices with SAWS’ vision, mission and core values.
- Translates business strategies and issues of the business and drives practices and processes that will create an effective organization.
- Maintains current knowledge and understanding of regulations, industry trends, current practices, new developments and applicable laws.
- Forecasts, allocates and monitors the human, physical and financial resources for assigned Group.
- Trains and mentors employees, and facilitates interdepartmental teamwork.
- Promotes and encourages teamwork and cooperative efforts internally and externally.
- Promotes and rewards high performance, and respects and promotes diversity.
- Leads the development, analysis and implementation of policy and strategy including key strategic initiatives, business planning efforts, and policies and procedures.
- Influences events in order to optimize organizational resources and achieve System goals.
- Applies executive level business management principles and practices.
- Develops and implements measures to analyze and improve organizational efficiencies.
- Performs other duties as assigned.
MINIMUM REQUIREMENTS
- Bachelor’s Degree in Engineering or related field from an institution accredited by a nationally recognized agency.
- Ten or more years’ increasingly responsible professional experience in engineering for water, wastewater, and/or reuse water utilities or related engineering programs to include five years’ management experience.
- Licensed as a Professional Engineer in the State of Texas, or must obtain within twelve (12) months of employment if licensed in another state.
- Valid Texas Class “C” Driver’s License.

PHYSICAL DEMANDS AND WORKING CONDITIONS
Working conditions are primarily in an office environment with occasional field visits to project sites where there is heavy traffic, construction, rugged terrain and hazardous environmental conditions. Physical requirements include visual acuity, speech and hearing; hand and eye coordination and manual dexterity necessary to operate basic office equipment. Subject to sitting, walking or standing to perform the essential functions. May drive a company and/or personal vehicle.
May be required to work hours other than regular schedule such as nights and weekends.
