Project Manager I or II

The Eugene Water & Electric Board is currently seeking a Project Manager, Level I or II to plan, execute, and finalize assignments from small to complex, dependent on level. The successful candidate will have the ability to collaborate, foster, and maintain relationships with stakeholders, community members, and businesses, to successfully deliver project outcomes. In addition, the successful candidate will have the ability to work individually and in a team environment. This position performs the following duties:

  • Plan, manage and execute small to complex projects, dependent on level, from initiation, through planning and execution, to closure and transition to operation. Define success criteria, constraints, risks, and lead projects within scope, budget, and timeline.
  • Able to assess needs and select the appropriate project life cycle (predictive, hybrid, adaptive)
  • Work to define project scope by leveraging subject matter experts, stakeholders, and/or consultants.
  • Integrate principles and practices of strategic planning, risk and change management as required for project success.
  • Knowledge of contracting process, including negotiation, task orders, change orders, intergovernmental agreements, and memorandum of understanding. Understand contracting, including amendment processes for updating scope, fee schedule and/or contract extensions.
  • Identify, obtain, and engage appropriate resources, both internal and external. Manage resource hours on a granular level to control project cost through labor costing and contractual spend monitoring.
  • Control cost overrun through contract amendments if necessary. Develop acceptance criteria based on performance and deliverables, manage and audit hours, invoices, and control charges. Analyze procurements with appropriate resources as required.
  • Create communication plans based on roles and responsibilities and revise as appropriate. Communicate to appropriate audience regarding project status, changes, and updates.
  • Create and apply quality controls and assurances, procedures, and processes. Quantify performance variances, and quality controls used to monitor performance and report on these items as needed or requested.
  • Plan, schedule, facilitate, and participate in project team meetings, including agenda development, and time and event schedules.
  • Demonstrate intermediate to advanced interpersonal skills, including the ability to sense nuance, resistance, and act toward positive resolution.

EWEB intends to fill one opening, but is posting at Project Manager I and II Levels.

Hiring Ranges:

  • Project Manager I is $70,378.32 – $84,793.16
  • Project Manager II is $84,132.36 – $105,165.45

Minimum Training and Experience Required

Minimum Experience based on level:

  • Project Manager I: One year of technical project manager experience.
  • Project Manager II: Three years of professional project manager experience.

Education: Bachelor’s degree from an accredited college or university in Engineering, Project Management, Business Information Systems, Computer Science, Computer Information Systems, Business Administration, Management, Public Administration, or a closely related field.

Desirable education, experience, training, and certifications: Project Management Professional (PMP) or Program Management Professional (PgMP)

Equivalency: An equivalent combination of experience and training that demonstrates the required knowledge, skills, and abilities may be qualifying.

This position is based inEugene, Oregon; however, it has been approved as a hybrid work arrangement involving a combination of telecommuting and working on-site; the selected candidate must live in the state of Oregon.
