Pay Range

$278,910 – $359,964 annually

Please note that the pay range information is a general guideline only. Many factors are taken into consideration when setting starting pay including education, experience, the external labor market, and internal equity.

Job Description

We have an opening for a Deputy Program Manager (DPM) for the Energy and Homeland Security (E) Program within the Global Security (GS) Principal Associate Directorate. E Program develops innovative multidisciplinary science and technology solutions for reliable clean energy supply, resilient infrastructure, domestic and cyber security, and defense systems. In this role you will work collaboratively with the Program Manager (PM) on the management and oversight of all aspects of the Energy and Homeland Security mission space including strategic planning, relationships with key federal program stakeholders, staffing and personnel management, project management and execution – including financial oversight of LLNL-funded institutional investments and sponsor funding, and development of a robust Science, Technology and Engineering (ST&E) base in partnership with other GS programs and Laboratory directorates. This role requires leading and motivating a diverse team and building effective partnerships with senior leadership at the laboratory and with external community stakeholders.

In this role, you will

  • Guide and provide technical direction for the Energy and Homeland Security (E) Program across multiple program areas; provide advice, guidance, and assistance to the Program Manager (PM) and Program leadership; develop innovative concepts and promote new ideas; and recommend and implement changes to methods and processes; and make final decisions on administrative, technical, and/or operational matters.
  • Lead GS mission-area strategic planning activities; anticipate long-term mission needs and science and technology trends for the program and institution; engage and strengthen strategic relationships with Laboratory partners and federal program stakeholders and sponsors; and work across the Program and Institution to develop innovative concepts and promote new ideas to support strategic direction, in collaboration with the E Program PM.
  • Establish the direction and execution of programmatic work including sponsor funded, strategic partnership, LDRD, and strategic investment projects; help manage the scope and schedule of an annual budget of ~$150M in partnership with GS senior management team.
  • Work with Program Leaders and technical managers to ensure projects are effectively and efficiently executed while managing technical, cost, and schedule risks to ensure attainment of Laboratory mission deliverables and objectives; ensure customer needs are understood, communicated to staff, and reflected in our program priorities.
  • Responsible for ensuring all project and program operations and performance standards are realistically set and attained, and are executed in compliance with Laboratory, and Department of Energy (DOE) and National Nuclear Security Administration (NNSA) requirements. Be aware of and contribute to maintaining appropriate training, security, and Environment Safety & Health (ES&H) rigor across the program.
  • Play an active role in workforce planning and development, performance management, salary management and corrective actions; champion a diverse, inclusive culture supporting a positive work environment.
  • Develop communication strategies to effectively inform and influence GS and E Program staff, internal Laboratory partners, and external stakeholders and partners, working with PM and Program leadership.
  • Negotiate with senior management and/or internal/external customers/sponsors regarding matters of significance to the organization while working effectively and collaboratively as a member of the GS management team; and act as the Program Manager in their absence to represent LLNL at both internal and external forums.
  • Perform other duties as assigned.

Qualifications

  • This position requires an active Department of Energy (DOE) Q-level clearance or active Top-Secret clearance issued by another U.S. government agency at time of hire. Also, you must have the ability to obtain and maintain Sensitive Compartmented Information (SCI) access.Please note that your current active Q or Top-Secret clearance with DOE or another agency does not guarantee DOE SCI access approval; if you are denied access, you may be subject to reinvestigation of your existing Q or Top-Secret Clearance.
  • Master’s Degree in biology, chemistry, computer science, engineering, geoscience, physics, political science or closely related field, or the equivalent combination of education and extensive related experience.
  • Extensive experience directing Technical Staff Leaders and Managers to champion, lead, and achieve organization objective and goals in the energy or national security arena.
  • Extensive experience in personnel management, including recruiting, hiring, mentoring, career development, corrective action, performance appraisal, ranking, and salary management.
  • Extensive experience planning and directing work with technical objectives, estimating effort, setting milestones, and effectiveness in managing large-scale budgets and projects, negotiating resource allocations amid conflicting priorities, and in delivering programmatic results.
  • Significant experience creating and sustaining productive relationships with multiple programs and directorates, national laboratories, DOE/NNSA, Department of Defense (DoD), Department of Homeland Security (DHS), other federal agencies, external reviewers, and advisors, and supporting and working in national security agencies in Washington, D.C.
  • Highly effective problem-solving and decision-making skills necessary to independently address challenging, highly complex problems.
  • Extensive experience interacting with and negotiating on matters of significance to the organization and comprehensive knowledge of issues affecting regulatory compliance in ES&H, facility management, safety, and security.
  • Expert leadership and management skills to champion innovative direction and influence the development of broad institutional goals and objectives.
  • Demonstrated track record building or supporting diverse and inclusive organizations.

Qualifications We Desire

  • Ph.D. in biology, chemistry, materials science, computer science, engineering, physics, or related field.
  • Experience creating and sustaining productive relationships with industry partners and/or the State of California and other State agencies.
  • Advance technical knowledge of energy technologies, climate adaptation, computational or systems engineering concepts, cyber security, advanced computing, machine learning, artificial intelligence, advanced materials, and/or physical or biological sciences.
