The ACSO is looking for a 911 Emergency Dispatch Manager to support and oversee our 911 Emergency Dispatch Center in Meridian, ID. The 911 Emergency Dispatch Center Manager is one of two managers over the EDC. The Sheriff and Director of Communication provide administrative direction with assignments in terms of broadly defined missions or functions. The 911 Emergency Dispatch Center Manager has responsibility for planning, budgeting, designing, and carrying out programs, projects, studies, or other work independently or jointly with fellow EDC manager.
Essential Functions
- Facility Oversight: Jointly plans, directs, coordinates, manages, and supervises the EDC activities with fellow leadership. Directs and manages the first line supervisors assigned to the EDC. Manages staff and provides oversight of the hiring, mentoring, performance management and achievement of goals.
Communications: Prepares and/or directs the preparation of reports, records, or analysis to ensure the efficient and effective operation of the EDC. Promotes good relations and coordinates the exchange of information between the various county, and city agencies relative to the operations of EDC and those agencies which contract for, or are provided, emergency communications services. Promotes good relations and coordinates activities related to the communications function with the various divisions and sections of the Sheriff’s Office.
Data Management: Assists the Director of Communication with developing and administering the Dispatch Division budget. Prepares and/or directs the preparation of reports, records, or analysis to ensure the efficient and effective operation of the EDC. Reviews and participates in the revision of all Standard Operating Procedures (SOPs). Assures that SOPs are adhered to in the day-to-day operation of the section.
Training & Accreditation:Coordinates the division’s compliance with the Commission on Accreditation for Law Enforcement Agencies (CALEA). Directs and coordinates the training functions of the EDC.
Supervisor/Managerial Duties: Works with customers to establish quality standards, and ensures standards are met. Resolves complaints and takes disciplinary action for minor infractions of the rules and policies.
Dispatch Development: Assists the Director of Communication with formulating and coordinating future plans for continuous improvement of the emergency communications process. Conducts or oversees research, makes sound recommendations based on analysis of data, and implements changes.
Versatility in Schedule: Demonstrate flexibility by working and maintaining eligibility for all shifts, including evenings, nights, weekends, and holidays, whether assigned or on an as-needed or on-call basis.
Job Requirements
- Bachelor’s Degree in Public Administration, Business Administration, or a related field, or equivalent combination of education and progressively responsible management experience;
- A minimum of three years supervisory or management experience in a related field preferred;
- Knowledge of strategic planning principles and theories;
- Knowledge of the operational characteristics of the communications equipment used in dispatching;
- Knowledge of principles and practices of leadership and good personnel management;
- Skill in managing a workforce and creating and maintaining effective relations with other entities;
- Skill using logic and reasoning to analyze, understand, and evaluate complex situations.
- Ability to communicate and establish good rapport with department employees and personnel from other government agencies in sometimes complex and adverse situations;
- Ability to communicate effectively orally and in writing;
- Ability to deal with the public, some of whom may be irate, in a tactful and courteous manner;
- Ability to interpret and apply departmental policy;
- Ability to apply and use administrative policies and procedures to accomplish work;
- Ability to plan and supervise the execution of work;
- Ability to plan, motivate and supervise the work of others;
- Ability to positively lead and work as a member of a team to accomplish goals;
- Performs related functions as required.
