The Division of Reclamation, Mining, and Safety consists of four programs: the Coal Regulatory program, the Minerals Regulatory program, the Inactive Mine Reclamation program, and Mine Safety and Training program. The division is committed to balance the need for mineral resource production with protection of the public, environment and Colorado’s natural resources. The mission of DRMS is to protect the public, miners and the environment during current mining operations, restore abandoned mines, and to ensure that all mined land is reclaimed to beneficial use.

The Division of Reclamation, Mining and Safety (DRMS) is a Division within the Colorado Department of Natural Resources and operates under specific state statutes. DRMS is authorized and governed by Title 43, Article 20 of the Colorado Revised Statutes, which directs that the Division consist of the Office of Active and Inactive Mines (see Title 43, Article 21), the Coal Mine Board of Examiners (see Title 43, Article 22), and the Office of Mined Land Reclamation and the Mined Land Reclamation Board (see Title 43, Article 32). Title 43, Article 32 of the Colorado Revised Statutes, the “Colorado Mined Land Reclamation Act,” declares that it is the policy of the state to: (1) foster and encourage the development of an economically sound and stable mining and minerals industry and encourage the orderly development of the state’s natural resources, while requiring those persons involved in mining operations to reclaim land affected by such operations so that the affected land may be put to a use beneficial to the people of the state, (2) ensure the conservation of natural resources, aid in the protection of wildlife and aquatic resources, establish agricultural, recreational, residential, and industrial sites, and protect and promote the health, safety, and general welfare of the people of Colorado. These tasks are to be undertaken pursuant to a mined land regulatory program in which the economic costs of reclamation measures utilized bear a reasonable relationship to the environmental benefits derived from such measures.

Description of Job

This position serves as the Director of the Division of Reclamation, Mining and Safety (DRMS), and to implement the statutory responsibilities of the DRMS. The Director has general supervisory control of and authority over all activities, functions, and employees of the Division. The Director plans, organizes, directs and manages the operations of DRMS to achieve the mission and to ensure the most effective, efficient and customer-focused delivery of products and services. The position is responsible for interpretation and implementation of statutes, policies and directives issued by the Colorado General Assembly, the Office of the Governor, and the DNR Executive Director

Planning and Leadership
This position devises long-term and short-term plans to ensure fulfillment of the Division’s mission. This responsibility includes leading the development and adaptation of strategic and operational goals, objectives, and strategies for resource management and effective, efficient and customer focused administration of the Division’s programs. It also includes developing and providing education and information to the public and stakeholders, developing public-private partnerships, and determining areas of potential cost reduction, program improvement, or policy change.

The position leads the Division in meeting the challenges associated with regulating mined land, ensuring protection of natural resources, and involving and including stakeholders. The Director works closely with the Executive Director’s Office to ensure Division goals are aligned with executive leadership and the Governor’s office. The Director decides how to implement policy operationally within DRMS.

Policy Development & Program Implementation
This position advises members of the Mined Land Reclamation Board on programmatic policies which guide the agency. This position also has the responsibility for developing a variety of operational policies relative to fiscal and human resource management and agency program implementation. In coordination with the Governor’s Office and the Executive Director of the Department of Natural Resources, the position defines, develops, and implements policy, budget, management, and legislative issues and proposals. This position will also work with the Governor’s Office, the Executive Director of the Department of Natural Resources, the General Assembly, the Mined Land Reclamation Board, the Coal Mine Examiners Board, and other appointed and elected local, state, and federal officials on development of policies pertaining to mine reclamation, environmental impacts associated with mining, mine health and safety, and other issues related to the Division’s programs. This position also provides guidance and oversight to the implementation of agency plans and programs to ensure that statutes and executive policies are implemented. This often requires identifying, analyzing, and providing guidance to solve implementation problems, as well as approving the redirection of efforts and resources where necessary.

Personnel Management & Supervision
The DRMS Director oversees and supervises the activities of staff through subordinate managers responsible for implementation of division programs. The position is the Appointing Authority for DRMS, responsible for making all staffing appointments and decisions, planning and evaluating performance, authorizing new hires, and administering corrective and disciplinary actions as necessary. This position provides leadership to all Division employees through modeling exemplary conduct, motivating employees, describing a future vision, providing clarity on overall prioritization of workloads, and working collaboratively with employees and stakeholders to anticipate future trends as they relate to the DRMS mission.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
Minimum Qualifications:

Experience in one or more of the following areas: civil or environmental engineering, minerals policy/law, mine safety, natural resources management, environmental science, business administration or field of study related to the work assignment.

AND

Six (6) years of experience in natural resources policy analysis, development, project evaluation, program management, and/or project management or land use or regulatory affairs. The experience must have included the following:

  • Two (2) years managing a multiple-level organization or major program through subordinate level staff: or two (2) years of professional public or business administration which included establishing organizational structure, developing strategic work plans, budget development and control, setting goals and objectives to achieve program results.

Substitutions:

  • Bachelor’s or master’s degree from an accredited institution in a civil or environmental engineering, minerals policy/law, mine safety, natural resources management, environmental science, business administration or field of study related to the work assignment will substitute for the required experience on a year-for-year basis.
  • Additional appropriate education will substitute for the required general experience on a year-for-year basis, but not the two years of specific experience.

Preferred Qualifications:

  • At least 6 years of progressive responsibility in a field related to mining & reclamation or mining & reclamation policy or law
  • At least 4 years of experience as a supervisor or manager, providing leadership & direction, establishing budgets, strategies, goals and objectives, and leading multiple staff units
  • Demonstrated experience in network building, working with diverse stakeholders, and navigating issues related to natural resources or mining
  • Work experience with state agencies, boards, commissions, or stakeholder advisory groups

This position is exempt from the classified personnel system as it falls under the exemption provisions of article XII, section 13(2)(a)(XI) and (XII) of the constitution and §24-50-135(4), C.R.S.
