General Statement of Duties
Thorough knowledge of Child Support Enforcement Program, related legal procedures, judicial operations; considerable knowledge of office management practices and procedures; considerable knowledge of supervisory practices and management techniques. Skill in interviewing techniques, investigating, and analyzing case variables. Ability to organize and summarize case information. Ability to represent program in oral and written forms. Ability to plan, direct, monitor and develop the program and supervise staff.

Duties and Responsibilities/Knowledge, Skills, Abilities
Planning – Employee plans the short and long-range work operations, priorities, and goals for the Child Support Program. Employee monitors work performance to ensure compliance with agency and program policies and procedures; arranges assignments; assists workers in establishing an appropriate record keeping procedure so that data may be gathered, correctly documented and required reports prepared; maintains appropriate records and controls to ensure compliance with all program requirements and time frames.
Organizing and Directing – Assigns and balances workload within unit. Develops procedures to improve efficiency making organizational changes in unit as needed. Assists each worker in learning how to organize case records, control files, manual material, etc., which will enable each to produce to high level of efficiency.
Budgeting – Employee is responsible for assessing and projecting staffing, equipment and supply needs, documenting appropriate justifications and submitting these requests in writing to the program administrator or agency director. Employee monitors expenditures for legal services, DNA tests, and collections.
Setting Work Standards – Establishes, develops, revises work standards for the program and assures compliance; reviews manuals, statues, regulations with staff and explains new policies and procedures; establishes guidelines in accordance with overall agency standards and goals.
Training – Employee provides orientation and training to new and experienced staff to ensure that each has the knowledge and skills to perform at a satisfactory level; determines training needs, advises staff on all changes in program, policy, or unit structure during weekly conferences.
Counseling and Disciplining – Employee counsels staff regarding performance and grievance
polices and makes recommendations to proper administrator and director on performance improvement plans

Desirable Education and Experience
Graduation from high school plus five years of experience in investigative, judiciary, eligibility, attorney’s office or related work which provides the knowledge, skills, and abilities needed to perform the work, including one year of IV-D experience; or four year degree plus two and one half years of work experience in the Child Support Enforcement Program: or Associate of Arts Degree in business, human resources, law enforcement or closely related field and three , years of experience in investigative, judiciary, eligibility, attorney’s office or related work, including one year of IV-D experience.
