As part of the PRCR Department, the Business Systems Analyst work is performed under the general supervision of the PRCR Operations Analyst but works closely with employees across the organization. This position requires occasional work on evenings and weekends.
Typical Tasks
Builds and maintains relationships and keeps open lines of communication with staff at all levels of the organization, collaborating to develop and support a One Cary mindset;
Acts as liaison for the PRCR registration system to internal partners such as staff in PRCR, Marketing, Public Works, and IT and external partners such as citizens and vendors;
Serves as the system administrator for the department’s registration software system, which may include oversight of the software’s website and associated interfaces;
Sets up user accounts and access levels for staff and ensures staff has access to software training materials;
Oversees account adjustments on customer accounts; oversees and coordinates the elimination of debits and credits in the department’s registration software system;
Oversees evaluation of programs and services and provides recommendations for adjustments based on public input;
Recommends technology strategies, policies, and procedures by evaluating organizational needs, identifying problems, evaluating trends, and anticipating requirements;
Researches, evaluates, and makes suggestions for new software, hardware and other technology needs as necessary;
Establishes data consistency in processes and ensures accurate data is entered into the system for clean analysis, reporting, and annual data summary;
Ensures a level of quality service by establishing organization standards and procedures, creating and presenting reports to stakeholders, supporting recommendations, and ensuring projects remain aligned with organizational goals;
May oversee the work of technical contractors and regular and temporary staff, and may manage contracts and projects with vendors and suppliers by assigning tasks and communicating expected deliverables;
Handles special projects as assigned and provides information about the department’s processes as requested;
Maintains professional and technical knowledge by attending educational workshops/training, reviewing professional publications, establishing personal networks, and benchmarking state-of-the art practices;
Performs other job-related tasks as required.
Knowledge, Skills and Abilities
Extensive knowledge of computers, technology applications, and business management related software; General knowledge of database management, security perimeters, and integrated systems; Thorough knowledge of recreation registration management software; General knowledge of principles, practices, and techniques of public or business administration; Thorough knowledge of the parks, recreation and cultural services offered by the department; Knowledge of research and analysis methods and techniques; Ability to analyze administrative problems, to make sound recommendations for their solution and to prepare working procedures; Ability to communicate ideas effectively both orally and in writing; ability to establish and maintain effective working relationships with officials, subordinates and other employees and the general public; Ability to prepare complex records and reports; ability to apply general knowledge and previous experience to the particular problem and setting of the assignment.
Minimum and Preferred Qualifications
Any combination of education and experience equivalent to a bachelor’s degree in business, computer science, or a related field.
Prefers some project management experience for large multi-faceted projects.
