POSITION DESCRIPTION:

Responsible for the implementation, administration and coordination of all procurement related functions supporting the Department’s Statewide Maintenance program. Responsibilities include but are not limited to procurement of Moble Equipment, development and maintenance of emergency response and contingency contracts. Basic training of users on procurement methods, etc. Tracking of prodcution data.

Acquires contractual services and commodities through Invitation to Bid (ITB), Request for Proposal (RFP), Invitation to Negotiate (ITN), and single source methods of procurement. Analyzes procurement requests, reviews specifications/scopes, provides instruction to project managers, assures proper solicitation development and content, and coordinates critical events. Coordinates evaluation teams, reviews and evaluates bid/proposal responses, and issues contracts. Provides guidance to Central Office project and cost center managers and consultant/contractor/vendors to improve understanding of the Department’s procurement process.

Provides contract maintenance. Prepares and manages supplements, amendments, time extensions, change orders and renewal of contracts. Coordinates with project managers, the Legal Office, Comptroller, and Consultants/Contractors/Vendors as appropriate in order to insure timely procurement actions on existing contracts. Reviews contracts for validity of pending action and follows through with appropriate action.

Coordinates with project managers, consultants/contractors/vendors and other sources in documenting all procurement actions. Seeks approvals from appropriate sources including Department representatives, Department of Management Services, and others as specified by policy, procedure and practice.

Conducts informal training sessions for Central Office project and cost center managers and Consultant / Contractor / Vendors to improve understanding of the Department’s procurement process.

Procures goods and services priced less than the bid threshold through the informal procurement process. Obtains competitive quotes/proposals, either by telephone or in writing and issues purchase orders and written agreements. Procures contract services and commodities on state contract and state purchasing agreements. Develops and manages procurements of exempt services/commodities.

Compiles and provides tracking/production data in appropriate form. Provides monthly, weekly and daily information as requested in various reports and formats and maintains procurement files.

KNOWLEDGE, SKILLS AND ABILITIES: Knowledge and ability to operate general office equipment; Knowledge and ability to plan, organize and coordinate work assignments; Ability to communicate effectively both verbally and in writing; Knowledge and ability to access, input, and retrieve data for electronic systems; Ability to articulate policies and procedures both orally and in writing; Knowledge of computer software including MS- Word, Excel, PowerPoint; Ability to prepare contracts and correspondence; Ability to interpret and apply FDOT and Office of Maintenance policies, practices and procedures; Ability to compile, organize and analyze data; Ability to prepare and coordinate procedural reviews and updates.

MINIMUM QUALIFICATIONS: Obtained a high school diploma or certificate of high school equivalency.
