Description
The Maryland-National Capital Park and Planning Commission’s, Department of Parks and Recreation, Public Affairs and Community Engagement Division is seeking a highly skilled and motivated, creative Senior Marketing Specialist and Media Buyer to join our team.

The ideal candidate is a creative thinker, excellent communicator, and has a passion for crafting compelling narratives and developing creative media buy campaigns. As a Senior Marketing Specialist and Media Buyer, you will play a pivotal role in shaping our Department’s brand, image, and driving engagement with our target audience. You will be responsible for developing and executing integrated marketing and media buy campaigns that enhance our Department’s visibility, credibility, and reputation.
Examples of Important Duties

  • Research, identify, and evaluate media channels for advertising campaigns.
  • Develop and execute media buying strategies that align with campaign objectives.
  • Negotiate and secure cost-effective media placements, rates, and packages.
  • Collaborate with internal teams to understand target audience and campaign goals.
  • Monitor and optimize media campaigns to ensure optimal performance and ROI.
  • Analyze data and metrics to generate insights and improve future media buying decisions.
  • Stay updated with industry trends, new advertising platforms, and emerging technologies.
  • Build and maintain relationships with media vendors and partners.
  • Manage budgets and ensure accurate billing and invoicing.
  • Generate reports and presentations to communicate campaign performance and recommendations.
  • Collaborate with cross-functional teams to create compelling content for various marketing channels, including social media, website, email marketing, and more.
  • Monitor industry trends and competitive landscape to identify opportunities for proactive marketing initiatives.
  • Stay up to date with the latest marketing and PR trends, tools, and best practices to ensure our strategies remain innovative and impactful.

Minimum Qualifications

  1. Bachelor’s degree from an accredited college or university in journalism, public relations, English, political science, marketing or related field, and two years of experience in journalism, marketing or public affairs; or
  2. An equivalent combination of education and experience.
  3. A valid driver’s license in accordance with both State and Commission rules and regulations. Driver’s license must be unencumbered by restrictions, revocations, suspensions, or points that could limit the employee’s ability to drive Commission veh

Preferred Qualifications:

  • Bachelor’s degree in Marketing, Advertising, Communications, or a related field.
  • A minimum of 3 to 5 years of experience in marketing, advertising, communications
  • Proven experience in media buying and planning, preferably in an agency or advertising setting.
  • Strong negotiation skills and ability to secure advantageous deals.
  • Proficiency in using media buying tools, platforms, and analytics.
  • Analytical mindset with the ability to interpret data and generate insights.
  • Excellent communication and interpersonal skills.
  • Detail-oriented and well-organized, capable of managing multiple campaigns simultaneously.
  • Creative thinking and problem-solving abilities.
  • Familiarity with different media channels such as TV, radio, digital, print, and outdoor.
  • Ability to work independently and as part of a collaborative team.

Working Conditions:
Work is primarily performed in an office with considerable pressure to meet deadlines. May work evenings, weekends, and holidays. Driving is required. Regular contact and interaction with the general public and staff.

It is not all-inclusive and is subject to change. Benefits listed are extended to all Merit System employees of the Maryland-National Capital Park and Planning Commission (M-NCPPC). All plans are optional except the Defined Benefit and Long-Term Disability plans.

Eligibility
You have 45 days from your hire date to elect your benefits. Your coverage begins on the first of the month following receipt of your enrollment forms and required documentation.

Retirement Programs

  • Defined Benefit Plan (Mandatory Participation) – Plan E excludes FOP members.

Plan: Employee Contribution
Plan C: 9%* of base salary (FOP members only) – *9.5% Effective 4/1/2023
Plan E: 4% of base salary up to maximum Social Security Wage Base (SSWB) and 8% in excess of SSWB.

  • Employee Pays 20%: Commission Pays 80% (FOP Members Pay 100%)
  • Benefits paid at 66 2/3% of base salary, maximum of $6,000/month

Supplemental Long-Term Disability Insurance (Employee Pays 100%)

  • Benefits paid at 66 2/3% of base salary that exceeds $108,000; capped at $216,000

Basic Life and AD&D Insurance (Employee Pays 20%: Commission Pays 80%)

  • Two (2) times base salary; maximum benefit is $200,000 for each
  • Automatic coverage with opt-out provision

Supplemental and Spouse/Dependent Life Insurance (Employee Pays 100%)

  • Supplemental – 1,2,3,4, or 5 times base salary; maximum benefit is $750,000
  • Spouse/Dependent Combination – $10,000/$5,000, $20,000/$10,000, or $30,000/$15,000

Sick Leave Bank (Contribution and Benefit hours prorated for part-time employees)

  • Employees have 60 days from date of hire to enroll.
  • Employee contributes 8 leave hours each year
  • Annually covers up to 688 hours for own serious medical condition, and 480 hours for parental responsibilities (birthadoption or foster care), and 80-160 hours for serious medical condition of an immediate family member
