We are accepting applications for a Senior Financial Analyst within the Office of Financial Management, Business Office Team, headquartered at the James Rhodes State Office Tower, 30 East Broad Street, 11th floor, Columbus, Ohio 43215.
What You’ll Do:
- Under direction of Operations Financial Manager, independently or as lead worker (i.e., provides work direction and training) researches, and analyzes complex information to resolve errors, modify data, and/or determine appropriate action with external involvement and/or administers fiscal aspects of grant(s).
- Prepares financial, analytical, and budgetary reports for executive and administrative staff using Ohio Administrative Knowledge System (OAKS) and Agency Reporting Database (ARD) inquiries, reports, etc. to accumulate financial information.
- Maintains databases and reports using personal computer.
- Analyzes historical data and current expenditure information to prepare spending projections and develops operational reports as requested.
- Acts as liaison with Central Office Units regarding processing and status of payments (e.g., invoices, intra-state payments, travel expense reports), and consults with personnel on department and statewide policies, procedures, and guidelines.
- Processes all Central Office intra-state payments (ISTVs) and assigns coding to EDI invoices.
- Processes other payments through OAKS and monitors status of payments department wide.
- Acts as agency contact for OBM Freeze Waiver requests.
- Submit, manage, and distribute approved/denied waiver request information.
- Monitors agency employees’ travel authorizations and travel expense reports for available budget.
- Monitors and prepares updates to OAKS vendor database: work with vendor to maintain accurate address information, ensure tax identification information is current, and payment type is correctly reflected in OAKS.
- Coordinates the Invoice Status file updates to include for each invoice received: dates of receipt, subsequent routing, approval, payment, and interest incurred (if any).
- Reviews payment and purchasing documents prepared by business office personnel (e.g., invoices, purchase orders) prior to entry in OAKS to ensure adherence of goods purchased and received, vendor information, authorization, etc.
- Serves as backup for data entry of purchase orders, vouchers, and other OAKS documents: enters documents, checks status after overnight edits and assembles accepted documents.
- Coordinates with State Accounting and State Purchasing in absence of lead worker on correction of errors and rejects on payment documents and researches associated issues of same.
- Assists Business Office manager in providing in-service training to Central Office (CO) personnel and RPH staff, and updates procedures manuals when necessary.
- Performs other related duties as assigned.
Currently operating under a hybrid schedule. Two days in-office per week, subject to change.

Qualifications
42 mos. exp. or 42 mos. trg. in accounting &/or finance to include an advanced level of experience in spreadsheet software.
-Or completion of undergraduate core program in business administration, accounting, finance or related field; 18 mos. exp. or 18 mos. trg. in accounting &/or finance to include an advanced level of experience in spreadsheet software.
-Or completion of graduate core program in business administration, accounting, finance or related field; 6 mos. exp. or 6 mos. trg. in accounting &/or finance to include an advanced level of experience in spreadsheet software.
-Or 12 mos. exp. as Financial Analyst, 66562.
-Or equivalent of Minimum Class Qualifications for Employment noted above. NOTE: Successful completion of the Fiscal Academy may be substituted for 4 mos. of required accounting/fiscal experience referenced in this portion of the minimum qualifications.
