Program Manager – Administrative Staff and unclassified pursuant to • 124.11 (A) (30) and • 3333.03 of the Revised Code. Serves at the pleasure of the Chancellor and in a fiduciary capacity to the Ohio Department of Higher Education. Reports directly to the Sr. Director, Postsecondary Perkins Reporting and Compliance.
• Assists agency staff with conducting research, compiling data, and organization of materials related to Strengthening the Career and Technical Education for the 21 st Century Act (Perkins V) reporting and compliance.
• Assist institutions with Perkins plan development, design, and problem solving.
• Assist with the strategic implementation of the Strengthening the Career and Technical Education for the 21 st Century Act (Perkins V) grant program and other workforce initiatives for Ohio’s postsecondary institutions.
• Provide technical assistance to all Ohio Department of Higher Education institutions receiving Perkins V funding, including on-site visits and consultations.
• Conducts research, data analysis and input, and provides support to agency reports. Works with staff and other stakeholders to draft reports.
• Work collaboratively with the Ohio Department of Education staff to manage the equity work within the Perkins V Programs
• At the direction of the Senior Director, Perkins Reporting and Compliance, play a significant role in the administration of the Perkins V grant to include:
o Review, interpret, and analyze Perkins V reports through an equity lens and provide technical assistance to support student achievement and campus performance goals specific to equity, as defined in Perkins V.
o Provides equity guidance, technical assistance, and workshops to local administrators and their staff responsible for delivering postsecondary career-technical education.
o Review institutional Perkins V Comprehensive Local Needs Assessment and Applications to ensure coherence with Workforce Engagement’s equity strategy and Perkins V Grant requirements.
o Assist institutions in the interpretation and analysis of performance measures based on closing equity gaps and eliminating barriers to equity.
o Development, negotiation, and implementation of performance measures with institutions.
o Develop and lead an equity audit process to identify gaps and barriers for students in programs.
• Assist with the calculations & distribution of Perkins, OTC subsidy funding, and CTX funding.
• Assists in the communication efforts on agency initiatives and outreach to the community colleges, Ohio Technical Centers, and the business community stakeholders.
• Assists with correspondence and scheduling stakeholder meetings.
• Work collaboratively within the Ohio Department of Higher Education to drive toward the purposeful integration of career-technical programs and services that lead to an improved system and student outcomes.
• Provides administrative assistance, support, and research to team members.
• Represents the agency and the Higher Education Workforce Alignment team at meetings, conferences, and engagement opportunities with other state agencies and in the postsecondary education community as requested.
• Meets with a wide range of constituents, stakeholders, and partners to promote career technical education.
• Performs o ther duties as assigned.
Qualifications
- MINIMUM QUALIFICATIONS :
• Bachelor’s degree in public administration, public policy, political science, or related field
• Ability to be organized, self-motivated, flexible, responsible and to effectively manage a variety of duties
• Ability to communicate effectively verbally and in written communications with staff, stakeholders, and others
• Proficient in use of Microsoft Office applicationsPREFERRED QUALIFICATIONS :
• Master’s degree in public administration, public policy, political science, or related field
• Carl D. Perkins grant involvement
• Two (2+) years of experience writing, editing, and researching
