Why does the job exist?

The primary purposes of this position is to assist the Legal Bureau and the General Counsel with both substantive and non substantive clerical assistance to staff attorneys in both water and
environmental law. The assistance includes, but is not limited to, support in these areas: procurement; contracts; transactional matters legal documents in administrative, state and federal
courts; maintain legal filing system; and assist the ISC Records Custodian for purposes of the Inspection of Public Records Act.

How does it get done?

This work under the supervision of Attorneys involves:
1. Provide general legal clerk support to the Supervising Attorney, General Counsel, staff Attorneys, and contract Attorneys. This work includes organize, assemble and maintain legal files; prepare, copy, assemble, mail and email legal and other documents to meet Court-imposed deadlines, prepare correspondence as requested by Attorneys; prepare Notices of Service and other filings for the Attorneys of record; and file legal documents with Court.
2. Prepare legal documents, including, agreements, contracts, pleadings, and other documents to be reviewed and approved by Attorneys; legal document e-filing with Courts; calendar and monitor Court-imposed deadlines; paper and electronic document organization and management; case management; and meeting coordination; communication with employees of other state agencies, with agency experts in legal cases, and with outside counsel; and meeting with the public related to IPRA requests.
3. Assist Attorneys and the General Counsel in their representation of the Commission as necessary in administrative and legal proceedings; provide assistance in efforts such as weather modification activities; strategic water reserve activities; planning and regional planning activities; and Indian Water Rights settlements; respond to IPRA requests; facilitate in-person and virtual meetings and occasionally Commission meetings; and other Agency business to which the Legal Assistant is assigned.
4. Clerical duties include: prepare routine correspondence and send outgoing mail; receive and distribute mail; prepare and submit requests to purchase; process invoices for payment and track payments; prepare and submit travel request documents and travel reimbursements; arrange for attorney registration and attendance at CLE seminars; arrange for equipment purchases, maintenance, and supplies; and address facilities issues with Facilities management.
5. Provide general administrative support for Attorneys, including coordinating travel, depositions, meetings, managing schedules and Court filing deadlines and other tasks related to active cases.
6. Perform special projects as assigned with Attorney supervision.

Ideal Candidate

The ideal candidate would have:
– Experience in handling and prioritizing multiple projects concurrently and working under tight deadlines with accuracy;
– Ability to handle new and different tasks as assigned;
– Provide legal assistance with reviewing, proofreading and filing legal documents;
– Organize pleadings, memorandum, contracts, and real property agreements for Attorneys;
– Experience with calendaring for multiple Attorneys and maintaining a legal calendar;
– Experience with responding to Inspection of Public Records request;
– Experience with State budget, contract management and procurement code.

Minimum Qualification

Bachelor’s degree in Paralegal, Legal Science, Business, English, History, Communications, Psychology, and/or Sociology and two (2) years of relevant experience to include the preparation and review of legal documents and legal/policy research and analysis. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling six (6) years may substitute for the required education and experience or current enrollment with at least two (2) semesters in a Juris Doctorate program from an accredited school of law will substitute for required work experience.

Employment Requirements

Must possess and maintain a valid Driver’s License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.

Working Conditions

This position will work primarily in an office setting with extensive exposure to personal computer and telephone usage with extended periods of sitting. Standing, sitting, walking, carrying up to 25 pounds. Travel maybe required. Work may be stressful at times.
