Why does the job exist?

The purpose of this position within the Information Technology Systems Bureau will be to serve as an IT Application Developer II for the New Mexico Office of the State Engineer/Interstate Stream Commission with an emphasis on GIS.

How does it get done?

This position will serves as the GIS applications developer and will be responsible for application development, maintenance, and support. This position requires the ability to perform and accomplish job requirements with minimal direction and/or supervision; the ability to work successfully in a collaborative team environment; and the ability to apply industry best practices.

– Develop GIS applications and Remote Sensing applications.
– Configure and maintain ESRI GIS applications.
– Plan, design, and develop APIs and WEB services for the Water Data Act.
– Plan, design, develop high level web based applications using PHP, Python, JavaScript, and SQL.
– Develop, provide, and consume SOAP and RESTful Web Services.
– Configure and deploy applications to Apache and IIS servers.
– Develop automated unit and feature tests.
– Meet with internal customers to create business requirements and workflows.
– Collaborate with IT Apps Dev team and GIS Team members in an agile scrum environment to facilitate in the completion of application development, project management, business analysis, system analysis, database design and development, application design, development, testing, documentation, implementation, and support. The incumbent will assist in database administrator performing all essential database administration tasks as needed to assist the IT Development team. The incumbent will assist in all database backup/restore operations, defining and documenting backup, restore procedures and performing backup/restore operations to insure the safety and integrity of data.

This position supports all of the Office of the State Engineer/Interstate Stream Commission.

Ideal Candidate

The ideal candidate would have experience.
Developing in a collaborative environment and be familiar with source code repositories, IDE’s, and Continuous Integration.
Experience developing geospatial related applications in multiple languages/ protocols (.NET, C#, JavaScript/NodeJS, Python, PHP, JSON/XML, HTML5, etc.).
Experience developing middleware and RESTful web services with respect for end user authentication.
Extensive familiarity and understanding of Esri ArcGIS and Open-Source geospatial software platforms/packages.
Experience with agile-based development environments, source control systems (i.e., GIT), and build automation systems.
Working knowledge of UI/UX stages, such as user flows, UI prototypes.
Good understanding of commercial cloud providers (CCPs) and deployment strategies within CCPs (i.e., AWS, Azure, Google).
Experience with the Internet of Things, ideally, OGC SensorThings API
Developing using web application frameworks, ideally, PHP Laravel Framework
Experience with SSO / Federated Identity Management
Familiar with Microsoft SQL Database Administration, and SQL queries
Familiar with GIS databases and PostgreSQL

Minimum Qualification

Bachelor’s degree in Computer Science, Management Information Systems (MIS), Information Technology, Engineering or similar technical degree and two (2) years of experience in software programming. Substitutions Apply. See Substitution Table below.

Employment Requirements

Must possess and maintain a valid New Mexico Driver’s License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required. Stress due to deadlines and workload. Occasional overnight travel, work after hours, weekends and/or holidays may be required, occasionally variable work schedule.
