Why does the job exist?
The IT Project Manager I will:
- Function as a project manager for ASPEN Integrated Eligibility (IE) and Omnicaid Medicaid Management Information Systems (MMIS) for the HSD Information Technology Division (ITD);
- Plan, manage and lead the execution of projects. Knowledge of the foundational project management disciplines and methods and tools.
- Have knowledge of the foundational project management disciplines and methods and tools.
- Have knowledge of the technology and programmatic elements needed to provide insightful planning, management and oversight of project progress and results.

Who are the customers?
- Internal and external stakeholders including HSD staff, management, and leadership teams; other state agency contacts, as well at outside organizations that interface with the various projects.
Ideal Candidate
The ideal candidate has experience:
- With independently managing technical projects related to IT systems, networks, or applications;
- With development of complex documents such as statements of work or technical instructions.;
- With project close out activities- lessons learned and post-implementation reviews;
- With contract management including the tracking of deliverables, deadlines, and invoices..
Minimum Qualification
Associate’s degree in Computer Science or similar technical major and four (4) years of experience in software development or systems analysis. Substitutions Apply. See Substitution Table below. CAPM certification may be substituted for one year of experience.

Employment Requirements
Must possess and maintain a valid Driver’s License.
Working Conditions
Work is performed mainly in an office setting with extended periods of sitting operating a standard personal computer, repeating the same hand finger motions many times such as typing. Interacting with co-workers and meeting deadlines. Be able to follow written and oral instructions. Occasional work beyond normal working hours may be required. In-state and out-of-state travel may be required.
