Why does the job exist?
The IT Network Administrator II is security-centric and provides oversight of perimeter and internal cybersecurity services for the New Mexico Taxation and Revenue Department. The position will also coordinate and track compliance requirements, audits, corrective actions and other risk areas. Advanced networking skills and the ability to manage projects are critical to this position.
How does it get done?
The IT Network Administrator II will support and ensure the security of the New Mexico Taxation and Revenue Department network infrastructure, including agency firewalls, Virtual Private Networks (VPN), switches, routers and proxy servers. Responsibilities include security analysis based upon best security practices, review of MS-ISAC notifications, review of identified
vulnerabilities, and the monitoring of the network security. The position will regularly advise and collaborate to ensure best security practices by reviewing network configurations, network
protocols, network bandwidth and connectivity, vulnerability scans, audit findings and corrective action plans, and maintain security documentation.
The position will collaborate with team members and is responsible for aspects of Network Security, which include:
* Compliance with 3rd party IT General Controls audits, NIST 800-53 800-63 framework, PCI-DSS requirements and others
* Access restrictions
* Review of network architecture and topology
* Developing policies and procedures
* Oversight of penetration tests internal and external
* Supervision of vulnerability scans internal and external
* Security patches and update
* Oversight of AD
* Disaster Recovery Planning MVD and TRD
* Compliance with IRS Role-based Security
* Compliance with IRS required Security Policies and procedures

This position serves all of Taxation and Revenue Department (TRD), internal and external clients including other information technology sections.

Minimum Qualification
Bachelor’s degree in Computer Science, Management Information Systems (MIS), Information Technology, Engineering or similar technical degree and two (2) years of experience in network administration. Substitutions Apply. See Substitution Table below.

Employment Requirements
Must possess and maintain a valid Driver’s License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment. Must be current with all tax reporting/payment. Employment is subject to post offer pre-employment criminal background check to include fingerprint checks and is conditional pending results.
Working Conditions
Work is usually performed in an office setting, with extensive exposure to Visual/Video Display Terminal (VDT), personal computer, electronics, circuit boards, processors, chips and telephone usage.
