Office of Fiscal & Monitoring Services
The Office of Fiscal and Monitoring Services’ (OFMS) Fiscal Services Division is responsible for developing, implementing, and monitoring all of the Agency’s budget activities. This encompasses the biennial budget process, annual budget implementation, and projecting federal budget estimates. The Division is also responsible for the management of the Agency’s revenue, disbursements and financial obligations as well as performing daily federal cash draws, reconciles and reports on federal grant status. W hat You’ll Do
The primary purpose of this position is to analyze federal grants related to programs within Job & Family Services. Job duties will include: forecasting grant revenues and expenditures; analyzing available budget to available cash; predicting upcoming issues; and providing possible solutions to management. This position will be responsible for creating and/or updating processes to help facilitate in-depth analysis of assigned grants and/or programs.
The ideal job candidate will possess a comprehensive knowledge of using a data analytical approach to solve business problems, including but not limited to root cause analysis and techniques. This will include fundamental skills such as: gathering information, preparing documentation, facilitation, as well as effectively and efficiently presenting information with both a macro and detailed oriented mindset. A working knowledge and skill of utilizing Microsoft Word, Excel, PowerPoint, and Pivot Analysis is essential. A working knowledge of Visual, Access, and basic macro functions is preferred but not required.
This position requires the ability to analyze large data sets, understand cost allocation, cash flow, reconciliation, as well as problem solve. This position routinely communicates with high level department leaders and requires effective communication skills.
Schedule: 8:00 am to 5:00 pm Flex
Travel: Travel required, as needed. Must provide own transportation or, in order to operate a state vehicle, you must have a valid driver’s license.

Qualifications
The ideal candidate must have and identify the following in their application:
Option 1 :
- 4 yrs. experience in budgeting that included fiscal management & control involving use of quantitative/statistical analysis (e.g., probability statistics, linear regression, multiple variable regression, computer assisted regression analysis models, trend analysis, forecasting cost benefit analysis).
OR Option 2:
- 12 mos. exp. as Budget Analyst, 63261 .
OR Option 3:
- Completion of undergraduate core program in accounting, public finance, public administration or business administration;
- AND 24 mos. exp. in fiscal management & control involving use of quantitative/statistical analysis (e.g., probability statistics, linear regression, multiple variable regression, computer assisted regression analysis models, trend analysis, forecasting cost benefit analysis).
OR Option 4:
- Completion of graduate core program in accounting, public finance, public administration or business administration;
- AND 12 mos. exp. in fiscal management & control involving use of quantitative/statistical analysis (e.g., probability statistics, linear regression, multiple variable regression, computer regression analysis models, trend analysis, forecasting cost benefit analysis).
OR Option 5 :
- E quivalent of Minimum Class Qualifications for Employment noted above.

Pay Information
This position is in the State of Ohio’s OCSEA Pay Schedule, Pay Range 33. Unless required by legislation or union contract, starting salary will be the minimum salary of that pay range (step 1, currently $30.55 per hour). These ranges provide a standardized pathway for pay increases. With continued employment, new hires move to the next step in the range after 6 months and annually thereafter. Cost of Living Adjustments increase wages in these ranges each fiscal year. The current step progression wages are in the table below.
