We are currently seeking a qualified and motivated individual to join the Pima County Human Resources (HR) Department as a Human Resources Coordinator II supporting our Health Department. In this role, you will serve as the Lead Department Personnel Representative, playing a pivotal role in overseeing and coordinating human resources activities within the department.

As the HR Coordinator II, you will be responsible for a wide range of HR functions, including recruitment processes, from job posting to application screening, and facilitating the onboarding process for new hires. You will work closely with hiring managers to ensure a smooth and efficient recruitment experience for both candidates and the department.

In addition to recruitment, you will provide assistance and guidance to department employees in interpreting HR policies and procedures. Your expertise and knowledge in HR matters will be instrumental in addressing employee concerns and ensuring compliance with applicable regulations. You will be the go-to person for employees seeking assistance with understanding their benefits package, managing leave requests, and addressing related inquiries.

Duties/Responsibilities

(Work assignments may vary depending on the department’s needs and will be communicated to the applicant or incumbent by the supervisor.)

General Duties/Responsibilities:

Supports assigned County Departments with their recruitment needs;

Assists in the development of the Pima County “brand” awareness;

Ensures a positive candidate experience;

Creates and curates social media and advertising content;

Drives qualified applicants to open jobs;

Assists with the organization and implementation of recruiting events;

Generates employee referrals;

Conducts internal and external surveys and studies; reviews, compares, and analyzes data, makes recommendations;

Provides input to supervisors and management in long- and short-term planning, goals, and objectives related to the area of assignment;

Maintains appropriate confidentiality of all materials and information encountered in the performance of duties;

Maintains current knowledge of all federal, state, local statutes/regulations, policies, and procedures relating to the area of assignment;

Represents Human Resources management or assigned work unit when directed, at various meetings;

Participates in professional training meetings, seminars, conferences, etc., to stay current of law and best practices in the field of human resources;

May conduct training and information sessions, using multiple modalities;

May coordinate, participate and lead other staff in unique or complex studies, projects, or assignments as directed. Researches and responds to inquiries into salary discrepancies and/or compensation/classification-related concerns;

Reviews, verifies, and processes changes, updates and modifications of current procedures and practices to assess efficiency and effectiveness;

Conducts data analysis on employee data to identify data anomalies, reconciles and corrects as needed;

Researches and responds to inquiries regarding County, Administrative Procedures, federal and state laws, rules, regulations, policies, and procedures;

Participates in the installation and maintenance of Human Resources related automated information systems.

KNOWLEDGE & SKILLS:

Knowledge of some or all of the following:

  • principles, practices and techniques of delivery of human resources services in a governmental setting;
  • type and content of occupations normally found in public jurisdictions;
  • techniques of information gathering, processing, and presentation;
  • federal, state, and local legislation affecting personnel programs;
  • Microsoft Office Software (i.e., Excel, Word, Access, PowerPoint) and other complex programs essential to performing daily activities;
  • research/analysis methodology, techniques, and report preparation;
  • knowledge of all federal, state, and local laws, statutes, and regulations related to the area of assignment;
  • designing and administering a variety of programs, including, but not limited to medical insurance, life and disability programs, retirement plans, and wellness programs.

Skill in:

  • researching and analyzing data and reports to develop clear and concise work products;
  • communicating effectively, in writing and verbally;
  • email communication and use of internet social networking sites;
  • establishing and maintaining effective client working relationships;
  • analyzing personnel situations, activities, and problems through various research methodologies;
  • analyzing and evaluating job content;
  • compiling, analyzing, and evaluating data and reports;
  • writing, messaging, content development, communication, and presentation skills;
  • planning, organizing, and coordinating activities, resources, and materials.

Minimum Qualifications

(1) A Bachelor’s degree from an accredited college or university in public or business administration, human resources management, or other closely related field as determined by the Appointing Authority at the time of recruitment and two years of professional-level human resources experience in either compensation/classification, benefits/wellness programs, Human Resources Information Systems, and/or talent acquisition/recruitment.

(Additional relevant experience or education from an accredited college or university may be substituted.)

OR

(2) Five years of experience with Pima County in a professional-level classification performing human resources responsibilities.

Preferred Qualifications: (Be specific in describing your experience in your application. Ensure the descriptions provided illustrate your competencies, specifically addressing the required and preferred qualifications.):

  1. Minimum two (2) years of experience in human resources supporting a large department or organization with high demands and varying levels of human resources subject matters.
  2. Minimum two (2) years of experience and knowledge of Pima County’s policies and procedures.
  3. Minimum two (2) years of experience with Microsoft Software Office (Word, Excel, Outlook, Teams, etc.) and/or business tracking programs/systems.
  4. Minimum two (2) years of experience managing recruitment programs and processes.

Selection Procedure:
Pima County Human Resources Department reserves the right to admit to the selection process only those candidates that meet the minimum qualifications. All applications will be assessed based on an evaluation of the listed education and experience. Candidates meeting the minimum qualifications may be further evaluated/scored against any advertised Preferred Qualifications. The hiring authority will interview and select the successful candidate from a referral list provided by Human Resources. Additional assessments/testing may be required as part of the selection process.
Supplemental Information

Licenses and Certificates: Valid driver’s license is required at the time of application. A validAZ driver’s license is required at the time of appointment. The successful applicant will be subject to a 39-month DOT Motor Vehicle Record review to determine the applicant’s suitability to operate county vehicles in accordance with Pima County administrative procedures. Failure to obtain and maintain the required licenses and certifications shall be grounds for termination. Any offer of employment resulting from this recruitment is contingent upon Fleet Services’ review and approval of the candidate’s driving record.
