THIS IS A PROMOTIONAL OPPORTUNITY. ONLY CURRENT EMPLOYEES OF HAMILTON COUNTY 911 WILL BE CONSIDERED FOR THIS POSITION.

Under general supervision, receives and processes public open records requests for information for law enforcement, representatives of the judicial system, and various members of the public in compliance with open records legal requirements including timeline and redaction requirements, generates and compiles CAD reports, call activity and CALEA reports.

ESSENTIAL FUNCTIONS: (Essential functions, as defined under the Americans with Disabilities Act, may include the following tasks, knowledge, skills and other characteristics. Tasks
Researches and records requests for CAD events, calls and radio transmissions. Maintains, collects, reviews and reports on statistics to management using a variety of database management software tools and databases. Verifies the accuracy of data and resolve conflicts; Troubleshoots problems with CAD files identified by field and/or Communications Center personnel.

Provide information, assistance, and technical support to records requestors; interacts with users regarding system issues and records requests.as needed. Works with appropriate personnel at agencies of record to gain authorization for release. Maintains security clearance for access to client agencies maintains relationships with many agencies including FBI, DEA, DA’s office, US Department of Justice.

Creates and executes database queries. Creates, analyzes and distributes custom call center and performance reports, call detail record reports, usage reports and others as required. Provide statistical results. May transfer information to and from Excel into Access, SQL or similar database.

Act as the District’s Keeper of Records, appears in court as witness to records provided by the District, as required.

Maintain accurate logs and documentation of activities, communicate effectively with supervisors, managers, co-workers, other departments, emergency services agencies, system users, technical service providers, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give/receive advice/direction. Attend various meetings as needed.

Maintain a comprehensive, current knowledge of applicable laws/regulations; maintain an awareness of new technologies, programs, equipment, trends, and advances in the profession; read professional manuals and publications to increase knowledge of computer operations; review technical manuals, documentation, and publications; attend workshops, seminars, and training sessions as appropriate.

ADDITIONAL FUNCTIONS
Regularly deals with confidential information; communication content frequently pertains to public information; information managed requires the application of appropriate judgment, discretion and adherence to professional code of ethics. Employee must be able to work overtime due to court and emergency requests. Must be expedient and timely for time sensitive active criminal investigations.

Performs general/clerical tasks, which may include answering telephone calls, typing documents, making copies, sending/receiving faxes, or filing documentation. Performs other related duties as required.

Knowledge, Skills, Abilities, and Other Characteristics
Knowledge of federal, state and county laws, rules, regulations, practices and procedures related to emergency telecommunications and public records requests and retention.
Knowledge of judicial proceeding and courtroom procedures.
Knowledge of the principles and operating practices utilized in emergency response dispatching.
Knowledge of customer service / public relations practices and procedures.
Knowledge of personal computers and associated peripherals.
Knowledge of data processing, data entry and programming processes.
Knowledge of database programs and related systems.
Skill in Microsoft Office, Word, Excel, Access, Publisher and database management.
Skill in reading, interpreting and understanding documents.
Skill in following oral and written instructions.
Skill prioritizing, scheduling, reviewing and evaluating work.
Skill in working under pressure of deadlines.
Skill analyzing and resolving customer/client needs.
Skill utilizing customer service techniques in responding to inquiries and complaints.

Minimum Qualifications
Associate’s degree from an accredited college or university in business or a related field plus three (3) years of emergency communications experience including achievement of Telecommunicator 1 status or higher or equivalent experience in emergency dispatch and/or NCIC experience in a Public Safety Answering Point (PSAP) environment or any equivalent combination of education, training and experience which provides the requisite knowledge, skill and abilities for this job.

Applicant must be able to effectively communicate in both oral and written form. Public Safety and/or Computer Aided Dispatch (CAD) experience a plus.

ADDITIONAL REQUIREMENTS
Pass a criminal background investigation.
A valid Driver’s license is required.
Possession of Telecommunicator 1 certifications including EMD.
Possession of NCIC Certification within one (1) year from date of hire.
Attend quarterly in-service and other training pertinent to the Telecommunicator 1, as scheduled.
Maintain familiarity with Emergency Communications operations.
Holidays, weekends, irregular hours and shift work may be required with possible extension of shift hours, at times with short notice.
Work requires regular and punctual attendance.

PHYSICAL REQUIREMENTS:
Work requires managing multiple tasks in a fast paced environment including extensive computer data entry and processing; bending, stooping, walking and/or standing for extended periods of time, and carrying of equipment and supplies weighing up to 30 pounds.
