THIS IS A DEPARTMENTAL PROMOTIONAL OPPORTUNITY. ONLY CURRENT EMPLOYEES OF THE HAMILTON COUNTY 911 DEPARTMENT WILL BE CONSIDERED FOR THIS POSITION.

Under general supervision administers the District’s Computer Aided Dispatch (CAD) system and Audio Recording System to include but not limited to; configuration, troubleshooting, data entry and user access. Process CAD map updates. Generate, compile and store CAD reports, prepare call activity reports, perform system backups and archive records.

ESSENTIAL FUNCTIONS: (Essential functions, as defined under the Americans with Disabilities Act, may include the following tasks, physical requirements, knowledge, skills, abilities, and other characteristics. Tasks

Create and maintain user accounts for the District’s CAD and voice recording systems. Assign and modify passwords as necessary, set approved access levels for users. Ensure the integrity and security of each system.

Provide information, assistance, and technical support to users; interact with users regarding system issues; answer basic user questions on system features. Open and track service tickets with appropriate vendor/service provider as needed.

Enter, retrieve, review or modify data. Ensure data integrity. Receive and process requests for changes to the CAD and audio recording systems data and configurations.

Process the CAD GIS updates, validate the integrity of the data and ensure the updates are deployed in a timely manner. Update zones and other data as required.

Create and execute database queries. Create, analyze and distribute custom call center and performance reports, call detail record reports, usage reports and others as required. Provide statistical results. Transfer information to and from Excel into Access, SQL or similar database.

Assist in the planning, development, and implementation of CAD projects; assist managers in decision-making process prior to, during, and after implementation.

Assist other specialists and Technology Department staff in their duties when needed as directed.

Maintain logs and documentation of system activities, operations, procedures, modifications, maintenance, and other activities. Maintain accurate records of changes and/or additions as required.

Maintain inventory of department equipment, components, parts, tools, and supplies; ensure availability of adequate materials to conduct work activities; initiate orders for new/replacement materials.

Communicate effectively with supervisors, managers, co-workers, other departments, emergency services agencies, system users, vendors, sales representatives, technical service providers, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give/receive advice/direction. Attend various meetings as needed.

Maintain a comprehensive, current knowledge of applicable laws/regulations; maintain an awareness of new technologies, programs, equipment, trends, and advances in the profession; read professional manuals and publications to increase knowledge of computer operations; review technical manuals, documentation, and publications; attend workshops, seminars, and training sessions as appropriate.

Acts as the backup to the District’s Communications Records Specialist as keeper of CAD records and may appear in court as required.

Performs other related duties as assigned.

ADDITIONAL FUNCTIONS:

Regularly deals with confidential information; communication content frequently pertains to public information; information managed requires the application of appropriate judgment, discretion and adherence to professional code of ethics.

Performs general/clerical tasks, which may include answering telephone calls, typing documents, making copies, sending/receiving faxes, or filing documentation.

Provides assistance to other employees, divisions, or departments as needed.

Provides on call coverage as assigned; Responds to incoming calls and pages during off-duty hours as needed.

Knowledge of the principles and operating practices utilized in emergency response dispatching.

Minimum Qualifications

Associate’s Degree or equivalent in Information Systems, Computer Technology, or closely related field with three (3) years experience in programming, database administration or technical support. A valid driver’s license is required.

OR

A minimum of five (5) years of progressive work experience in programming, database administration or technical support. A valid driver’s license is required.

OR

Any equivalent combination of education, training and experience which provides the requisite knowledge, skill and abilities for this job. A valid driver’s license is required.

ADDITIONAL REQUIREMENTS:

Must possess NCIC certification at time of hire or obtain within one year from date of hire.

PREFERRED QUALIFICATIONS:

Public Safety and/or Computer Aided Dispatch (CAD) experience is preferred.

SAFETY SENSITIVE:

This position has been identified as “safety sensitive” under the definition of 49 CFR Part 40-Department of Transportation Workplace Drug and Alcohol Policy. This position will be subject to drug and alcohol testing for the following: 1) post offer pre-employment 2) when there is reasonable cause 3) after an on-the-job accident or contributing to an accident 4) on a random basis 5) prior to return to duty after suspension and/or 6) as follow-up. PHYSICAL REQUIREMENTS:

Work requires managing multiple tasks in a fast paced environment including extensive computer data entry and processing; bending, stooping, walking and/or standing for extended periods of time, and carrying of equipment and supplies weighing up to 30 pounds.
