Description
Advanced professional level accounting work is assigned to the Treasury Division of the Finance Department. Works with a high degree of independence in performing accounting duties and assisting in revenue collection activities for the City. Supervises and coordinates clerical accounting tasks in establishing, revising, maintaining, and processing various accounting and financial records associated with billing, revenue, collection, and recordkeeping activities. Prepares journal entries and complex bank reconciliations implementing corrections and resolving discrepancies as necessary. Reconciles general ledger and subsidiary accounts. Assumes responsibility for preparation of sales tax returns, schedules, and various financial reports. Contacts and works with state, county, and other local agencies. Processes documents for input into automated systems, tracks financial transactions on a daily basis, and responds to daily requests for account status and payment information. Assists external auditors. Performs related duties as required.
Typical Qualifications
Bachelor’s degree in Accounting or closely related field. In depth understanding of accounting principles and practices, laws, rules, guidelines and regulations applicable to governmental accounting. Proficient in the use of a personal computer and Microsoft Office. Ability to make independent decisions within established accounting policies and procedures and be able to prepare and explain accounting reports and records. Ability to establish and maintain effective working relationships. Must have the skills to effectively communicate and interact with other employees and the public. A comparable amount of training and experience may be substituted for the minimum qualifications. Ability to see, read, talk, hear, handle or feel objects and controls. Ability to operate various items of office related equipment. No significant standing, walking, moving, climbing, carrying, bending, kneeling, crawling, reaching, and handling, pushing, and pulling.

Employees are paid biweekly. The pay range consists of a minimum and maximum salary. Initial appointment is usually made at the minimum salary of the pay range, but a higher salary may be considered for an especially well qualified candidate or to meet unusual needs. Annual merit increases of up to 3% up to the maximum of the pay range are based on fully effective job performance, or above, and are not automatic. Eligible Fire department combat employees receive annual merit increases of up to 4%.

Group health insurance is paid for by the City; 100% for full time employees and 50% for eligible dependents.

Paid leave includes: Vacation – accrue nine (9) days annually with additional days awarded for longevity; Sick Leave – accrue twelve (12) days annually; Holidays – thirteen (13) days off; Personal Days – two personal days after six months of service.

Pension plan: General Employees’ Retirement System participation is required for all eligible employees. Each employee contributes a tax deferred deduction of 10% of their salary to the plan and the City contributes a like amount. The defined benefit pension plan is based on the average of the last three base salary years times 3% times years of service. If an employee leaves the employ of the City prior to seven (7) year vesting or retirement, their contribution, with interest, is refundable. Fire pension participants contribute 11.6% and are required to participate in the Pompano Beach Police & Firefighters’ Retirement System.

Other benefits offered to City employees include: cost of living adjustments (when applicable), tuition reimbursement, tax deferred savings plan, credit union services, direct deposit, sick leave bank, sick leave to vacation conversion, employee assistance program, Deferred Retirement Option Plan (DROP), Voluntary Employee Beneficiary Account (VEBA), and a four day work week for certain positions.

Part time employees are not eligible for benefits and benefits may vary depending on bargaining units.
