Specific Responsibilities:

This is an Accountant III position responsible to carry out fiscal planning, fiscal management, expense monitoring research, account reconciliation, and inventory control, for Healthy Beginnings Data Entry Team, Healthy Beginnings Nurses, Nurse-Family Partnership, and Women’s Health Initiative in accordance with the Fiscal Guidelines for the Children’s Services Council of Palm Beach funded programs. Work is performed under the supervision of a Budget Specialist – SES. This position requires independent judgment, initiative, applying general knowledge of business practices and skills in applying instructions to accomplish various job functions.

This position is designated as a sensitive position and requires maintaining confidential information in accordance with the Florida Department of Health (FDOH) Palm Beach County Health Department (CHD) and Children’s Services Council (CSC) Information Security Policy, Protocols and Procedures. Confidential data sets: has access to Health Management System (HMS) – Employee Activities Record (EARS), My Florida Market Place (MFMP), Florida Statewide Travel Management System (STMS); Services Activities Management Information System (SAMIS); Axiom Pro; WORKS; Department of Management Services Suncom (DMS SUNCOM); Financial Information System (FIS); Florida Accounting Information Resource (FLAIR); Financial & Information Reporting Systems (FIRS); Payroll Register Detail Report (RDS), and the Healthy Beginnings Data System (HBDS). Adherence to all established Florida Department of Health Safety Procedures and Practices while in the workplace and in the community.

Maintains, controls and balances Excel spreadsheets for Children’s Services Council CSC/CHD funded specific budget expense line items for Healthy Beginnings Nurses; Nurse-Family Partnership; and Women’s Health Initiative programs. Tracks purchase orders, deliveries, encumbrances and vendor payments. Completes monthly reconciliation of expense data ensuring the CHD OCA’s and categories have sufficient budget authority and the CSC SAMIS budget modules are balanced. Analyzes data, reports trends, makes recommendations and provides information on spending to program managers.

Monitors electronic travel reimbursement forms submitted through Florida STMS and FLAIR for all grant funded programs. Prepares, analyzes and uploads required CSC supporting documentation into SAMIS ensuring reimbursement of travel and mileage expenses to CHD. Maintains Excel spreadsheet tracking STMS submittals. Analyzes data, reports trends, makes recommendations and provides information to program managers.

Maintains, controls and balances inventory spreadsheets for CSC funded client incentives/promotional items provided to Healthy Beginnings Nurses; Nurse-Family Partnership & Women’s Health Initiative program participants. Tracks purchase orders, deliveries and monthly distribution of client incentives. Completes monthly incentive inventory reconciliation, analyzes data, makes recommendations and provides information to program managers monthly. Maintains documentation of all incentive or promotional items distributed. Completes fiscal year-end inventory report.

Maintains and updates Excel inventory spreadsheets for all CSC funded equipment and expense reimbursements including but not limited to desk phones, iPhones, computer devices, computer monitors, computer docking stations, and computer software. Tracks equipment, uses specific SAMIS position ID numbers, reconciles SAMIS computer equipment data lists, analyzes data, makes recommendations, and provides information to program managers. Prepares, submits and tracks written requests to CSC Program Officer prior to reassignment of any CSC funded equipment.

Assists Budget Specialist in the CSC and CHD budget preparation and budget amendments. Maintains required documentation for CSC fiscal audits. Input expenditures into system and submits reimbursements within established deadlines. Prepares, routes and tracks grants and grant amendments for approval.

  • Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in special needs shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.

  • Travel may be required for Grant required trainings.
  • This position involves working at a computer for extended periods of time
  • Walking up and down stairs, and moving, lifting, pushing and carrying objects up to 25 lbs. multiple times throughout the day.
