Position(s) located in the Finance Section, Business Operations Division.

Examples of Duties
The primary purpose of this position is responsibility for supervising and reviewing all accounting functions within the finance department pertaining to select organizational budgets, although knowledge of all four budgets is required for backup purposes. This includes authorizing expenditures and revenue, preparing agency budgets and budget amendments, reviewing relevant agency contracts/grants, managing fiscal processes for foster care, and preparing complex journal entries.
This position analyzes state and county financial reports to monitor expenditures and make annualized projections of total anticipated spending; reviews reports prepared by others for accuracy/completeness; prepares financial reports as required for various purposes; interprets fiscal policy for own use as well as other staff/units; develops agency fiscal operating procedures; provides technical assistance and support to staff; and provides information to various outside agencies/individuals. Other responsibilities include interviewing, recommending, and training employees; planning, assigning and directing work, appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. This position must be able to serve as backup for the corresponding, Accounting Specialist I position.
Minimum Qualifications
MINIMUM EDUCATION & EXPERIENCE REQUIRED: Graduation from a four-year college or university with a major in accounting, business administration, or other curriculum that would provide a core curriculum in financial management coursework; or two-year degree in accounting from a business school or community college and two years of accounting or auditing experience; or graduation from high school and six years of experience as an accounting technician, three of which must have been at an advanced level.
Knowledge, Skills and Abilities
KNOWLEDGE, SKILLS, AND ABILITIES NEEDED: General knowledge of accounting and auditing principles and practices. Knowledge of and ability to explain, and apply the provisions of the standardized accounting practices adopted by the State Government. Ability to assist in the interpreting and analyzing accounting data and applying and analysis to the departmental or institutional needs and determine compliance with pertinent guidelines, rules, regulations, and laws; assist in establishing and maintaining effective working relationships with representatives of related contract agencies, departmental staff, and the general public; communicate effectively in the oral and written form. Proficiency in Excel spreadsheets is preferred. This employee must display sound judgment as work is performed with minimal supervision.

The employee in this position will be operating motor vehicles for Cumberland County and shall have a valid North Carolina Drivers License.
